Dominica uplifting education sector, three new primary schools commissioned

Roseau, May 17, 2022 (GLOBE NEWSWIRE) — The government of Dominica commissioned three primary schools over the weekend. The Morne Jaune Primary School, Stevens Primary School, and Wills Strathmore Stevens Primary were reopened and now possess modern education technology, climate-resilient infrastructure, and an advanced learning environment.

The reconstruction and rehabilitation of these schools are done as part of the government’s Climate Resilience and Restoration Project. The schools now have classroom blocks equipped with modern learning techniques, including an auditorium, computer lab, library, kitchen, cafeteria, guidance & counselling room, and washroom facilities.

The government of Dominica is paying keen attention to developing a climate-resilient infrastructure as it works towards becoming the “world’s first climate-resilient nation”. The government vowed to create resilient school infrastructure following Hurricane Maria in 2017. The natural disaster destroyed around 90 percent of the country’s infrastructure, devastating livelihoods.

The projects have been completed with assistance from the government of Canada through the Caribbean Development Bank (CDB) as part of the Dominica Climate Resilience and Restoration Project.

Prime Minister of Dominica, Dr. Roosevelt Skerrit stated that the government continues to invest in the education sector as students are the country’s future.

Octavia Alfred- Dominica’s Minister of Education, Human Resource, Planning, Vocational Training, and National Excellence, stated that these newly structured schools represent new opportunities for students. She referred to the government’s efforts to transform the education sector as a “new philosophy of schooling”.

Besides this, the prestigious Dominica Grammar School is also undergoing a facelift, and the renovation is expected to be complete by 2024. Established in 1893, one of the oldest educational establishments on the island.

Dominica’s government continues to prioritise education, which has attracted foreign investors wanting to invest in their own and their children’s futures.

However, the government of Dominica has also been focusing on keeping the beauty of the Caribbean country intact under the Dominica Climate Resilience and Restoration Project. The country is moving on the roadmap to becoming the world’s first-ever climate-resilient country at a perfect pace.

The projects carried out by the nation have been constructed by keeping the environment in mind.

The government of Dominica has been working to build a climate-resilient country since 2018 after the country was hit by a category 5 hurricane – Hurricane Maria. The Caribbean country commenced its recovery journey by establishing the National Resilience Development Strategy 2030. The main objective of the strategy is to examine the overall policy framework of the government. It also underscores 43 resilience goals.

Later, the government formed Climate Resilience and Recovery Plan (CRRP). It was developed under the leadership of the Climate Resilience Execution Agency for Dominica (CREAD), a mandate under the Climate Resilience Act 2018.

The government of Dominica has planned to achieve the Climate Resilience Targets by 2030.

The Caribbean country has been witnessing many projects focusing on climate resilience. These projects include – the construction of a geothermal power plant and an International Airport, as well as the rehabilitation of houses and schools. Dominica’s government continues to prioritise education, which has attracted foreign investors wanting to invest in their own and their children’s futures.

The majority of the projects are either fully or partially funded by the Citizenship by Investment Programme (CBI).

The CBI Programme of Dominica was established in 1993 and is known as one of the fastest, longest-running CBI programmes worldwide. Interested investors can apply for the alternative citizenship of Dominica by making a financial contribution to a government-authorised fund and real estate.

Responsive communications “key to changing world”

Minister in the Presidency, Mondli Gungubele, says government must ensure that it adopts new ways of communicating with citizens, as what worked yesterday might not work today.

He said this when he tabled the Budget Vote for the Government Communication and Information System (GCIS) during a mini-plenary of the National Assembly on Tuesday.

“I believe our key task in this period is to ensure that no South African is left behind, in line with the President’s call to action in this year’s State of the Nation Address.

“Our communication must touch and change lives, while also being relevant and easily understood.

“We dare not rest on our laurels by believing that what worked today will still be relevant tomorrow,” he said.

The GCIS has been allocated R719.9 million for the 2022/23 financial year. The GCIS’s spending plan amounts to R2.182 billion over the next three years.

The funding provided to the GCIS over the three-year Medium-Term Expenditure Framework (MTEF) period (2022/23 to 2024/25) will allow the department to carry out the constitutionally mandated task of ensuring that all citizens and communities have access to information.

“We cannot allow a new divide to be created between those with access to resources and technology and those without,” he said.

Gungubele said, therefore, that government communication must be a mixture of the old and the new.

“We must blend the best of both worlds and find ways to reach people where they live, in a language or medium they understand.

“We will deploy our tried, trusted and necessary direct engagement methods of imbizo, activations, outreach activities, community dialogues and loud hailing,” he said.

Supporting vaccination drive

Minister Gungubele said in the coming period, GCIS will continue to actively build on its many partnerships and collaborations to support the country’s efforts to vaccinate over 70% of the target population.

“We will also continue to drive the message that vaccines are effective in preventing serious illness, hospitalisation and death, and they remain our quickest path to normality.

“GCIS will also continue to play a pivotal role in proactive campaigns such as KeReady and Vooma Vaccination Weekends, which have succeeded in driving higher vaccination numbers, especially amongst younger people.”

Tackling corruption

Gungubele said many of the worrying revelations at the Zondo Commission of Inquiry were only brought to light because citizens stepped forward and told their stories.

“As government, we know that there have been many occasions where we have fallen short.

“Public trust has been eroded and people are rightly sceptical at times.

As a collective, we have vowed to do better and we must continue to do so.

“Corruption threatens to eat at the very soul of our young democracy, and has to end.

“It is therefore heartening that government has made huge strides with a number of successful investigations by the SIU [Special Investigating Unity], as well as the forfeiture of assets.

“GCIS supported the anti-corruption drive by profiling our various anti-corruption initiatives and programmes on our suite of platforms, across media and social media, public engagements, and through comprehensive messaging,” the Minister said.

Parliament committee welcomes suspension of Stellenbosch student

The Portfolio Committee on Higher Education, Science and Innovation has commended the suspension of a Stellenbosch University student, who was filmed urinating on the belongings of a fellow student.

The incident was captured in a cell phone video. It took place at the Huis Marais residence on the university campus in the early hours of Sunday morning. The video depicts a white student, who broke into a black student’s room, urinating on the latter’s belongings.

The committee has condemned the act of racism and discrimination, and directed the university leadership, led by Vice Chancellor Professor Wim de Villiers, to ensure that all due disciplinary processes are followed in addressing this dehumanising and totally unacceptable behaviour.

“The committee visited the University of Stellenbosch on 16 February 2022 to receive a briefing on the institution’s transformation journey thus far. This incident qualifies the committee’s concern regarding the institution’s state of transformation,” said committee chairperson, Nompendulo Mkhatshwa.

The committee also noted the call made by the university’s Student Representative Council (SRC) for overt acts of racism and discrimination to be addressed institutionally.

It also called upon the university to conclude its investigation of the incident with speed and make its findings public to reassure the country that it strives for an inclusive student community.

“Justice must prevail for the affected student and the committee charges the university to ensure that they receive the mental health care they need, considering the loathsome ordeal they experienced.

“The committee calls upon the management of the University of Stellenbosch, the SRC and the student community to forge alliances to build a non-racial and inclusive institution,” Mkhatshwa said.

She added that the committee would engage with the university leadership and the Department of Higher Education and Training on this matter.

De Villiers said the residence management strongly condemned the incident and has taken steps to manage the repercussions in the residence.

“We are appalled by this type of behaviour [and] such conduct will not be tolerated at the university. We acted swiftly and decisively to uphold our commitment to a culture of inclusivity.

“What happened at Huis Marais is not acceptable. No student has the right to diminish another student’s human dignity or rights in this way,” De Villiers said.
