Special Investigating Unit welcomes high court decision to dismiss Hlaudi Motsoeneng’s appeal to reverse repayment order

The Special Investigating Unit (SIU) welcomes the ruling of the high court to dismiss former SABC chief operating officer, Mr. Hlaudi Motsoeneng’s application for leave to appeal the court’s decision to pay back money that he gained unlawfully.

The High Court of South Africa: Gauteng Local Division, Johannesburg on Friday, 15 July 2022, ruled that Motsoeneng’s leave to appeal is dismissed with costs and has ordered him to repay the SABC R11,508,549.12 paid to him as a success fee with interest, calculated from 13 September 2016 to date of payment.

In December 2021, the court declared that the 19 August 2016 decision by the then SABC Board to pay Motsoeneng a success fee amounting to over R11,5 million for clinching a Multi Choice deal was unlawful and invalid.

The Multi Choice deal gave the pay television service provider access to the SABC’s archives.

The SIU together with the SABC approached the High Court to review and set aside a decision by the former SABC Board to pay Motsoeneng a success fee and recover financial losses suffered by the SABC.

The Court action was informed by the SIU investigation in the affairs of the SABC, which revealed that the SABC irregularly paid monies to individuals and entered into contracts to the detriment of the public broadcaster.

The SIU investigated the SABC in terms of Proclamation R29 of 2017, authorised by President Cyril Ramaphosa to investigate allegations of corruption, maladministration, malpractice and payments made by the SABC together with the conducts of its employees.

Where required, the SIU was authorised to institute civil proceedings, refer evidence pointing to criminality to the National Prosecuting Authority (NPA) for prosecution in line with the Special Investigating Units and Special Tribunals Act 74 of 1996.

President Cyril Ramaphosa hosts President Alassane Ouattara of Côte D’ivoire on a State Visit, 22 July

President Cyril Ramaphosa will host his Federal Republic of Côte d’Ivoire counterpart, President Alassane Ouattara for a State Visit to South Africa on Friday, 22 July 2022.

This will be President Ouattara’s reciprocal visit to South Africa following President Ramaphosa’s successful State Visit to Côte d’Ivoire in December 2021.

President Ramaphosa and President Ouattara are expected to hold bilateral discussions, witness the signing of a number of agreements and address a South Africa – Côte d’Ivoire Business Forum.

South Africa and Cote d’Ivoire enjoy close political, economic, social and cultural ties.

Bilateral relations between the two countries are managed through the Joint Commission of Cooperation (JCC), established in December 2015, as a structured bilateral mechanism to facilitate political, economic, social, cultural, scientific and technical cooperation between the two countries.

Since the establishment of the JCC nine (9) Memoranda of Understanding (MoU) and Agreements have been signed between the two countries in sectors such as Agriculture, Mining, Transport, Telecommunications and Defence. During the State Visit the two countries aim to sign additional agreements to further strengthen bilateral relations.

The bilateral trade between South Africa and Côte d’Ivoire remains on an upward trajectory. Despite the challenges posed by the COVID-19 pandemic, total trade between the two countries increased from R1, 3 billion in 2019 to R2.0 billion in 2021. This represented an increase of about R774 millions of total trade between the two countries.

Free State and Central University of Technology host Free State Industry 4.0 Summit, 21 to 22 Jul

2nd Free State Industry 4.0 Summit: Accelerating economic growth and development of the Free State through innovative 4IR technologies

Accelerating Economic Growth and Development of The Free State Province Through Innovative 4IR Technologies for Eradicating Poverty and Unemployment” is the focus of the second Free State Industry 4.0 Summit from 21 to 22 July 2022.

Hosted by the Free State Provincial Government (FSPG) in collaboration with the Central University of Technology at the Bloemfontein Campus, the summit will seek to consolidate the gains of the previous summit, particularly considering the impact of the COVID-19 pandemic on the province’s socioeconomic fabric.

The two-day event will showcase various 4IR-related technologies and investment opportunities in the province, enabling an interactive platform for multiple stakeholders, particularly youth, to engage with 4IR-solution providers and other service providers operating in the sector.

In the 2022 Office of the Premier Budget Vote Speech, Premier Sisi Ntombela said, “In this age of the knowledge economy, ICT is a catalyst for growth and development. In government, ICT enhances efficiency, transparency, accountability, and innovation for improved service delivery.” ” With an ailing economy and the youth unemployment rate at an old-time high, the advent of the 4IR presents us with a wonderful opportunity to transform and restore confidence in the economic prospects of our province.

The objectives of the 2nd Free State 4th Industrial Revolution Summit will be to:

Minister Senzo Mchunu applauds private companies for donations a fight against Day Zero in Nelson Mandela Bay Metropolitan Municipality

The Minister of Water and Sanitation, Senzo Mchunu inspected boreholes donated by the Coca-Cola Beverages South Africa and the Gift of the Givers in a bid to ensure water supply to communities of Nelson Mandela Bay Metropolitan Municipality amidst water supply challenges in the Municipality. Minister Mchunu was accompanied by the Premier of the Eastern Cape, Mr Oscar Mabuyane and the Executive Mayor of Nelson Mandela Bay Metropolitan Municipality, Ms Eugene Johnson.

Minister Mchunu however cautioned the community members not to over-use water because of water augmentation efforts through boreholes. He said the more the boreholes that are being donated, the more water restrictions will be implemented to ensure that there is a reduction of water usage in the Nelson Mandela Bay Metropolitan.

“The completion of these boreholes is merely a necessary security measure to preserve water. It doesn’t mean that people must now relax and use water wastefully because there are now boreholes that assist with water supply. This is exactly the opposite…the more the boreholes are being donated here in Nelson Mandela Bay Metro, it is the more water restrictions will be applied by the municipality. This is to ensure that there is enough water available in the Municipality than the water that is being consumed”, said Minister Mchunu.

Minister Mchunu inspected a borehole in Walmer Township in Q Section, donated by the Coca-Cola Beverages South Africa which envisages to drill nine more boreholes in Gqeberha which would generate 10 million litres of water per annum, with a capacity to benefit 500 households in those nine areas.

Ntsako Baloyi, Head of Sustainability at Coca-Cola Beverages South Africa says provision of water by the boreholes is at no cost to the communities. “The boreholes are not running with electricity and are purely dependent on the solar system. As a beverage company we take health and safety very seriously, and therefore all our water goes through thorough testing before it gets into the taps. The supply of water is at no cost to communities and we will be maintaining the boreholes for two years before we hand them over to the Municipality”, he said.

Minister Mchunu also inspected a borehole donated by Gift of the Givers at Elizabeth Donkin Psychiatric Hospital. The boreholes donated by the Gift of the Givers in various parts of Nelson Mandela Bay Metropolitan can augment water supply to the Municipality by six billion litres per day. This water is still to go through the required tests before being used for consumption. At the moment it is utilised for other uses.

The third borehole is at the Coegakop Ground Water Development Project and is a project of the Metro. The completion date for this project which includes treatment capacity on site, is 30 Oct. 2022. The project on completion will give the Metro a Yield of 12 MLD. Its design is such that it can raise the yield to 20 ML/D, which creates assurance of supply for the long term.

Minister Mchunu highlighted that despite the interventions made by the Department of Water and Sanitation to ensure water supply to the residents of Nelson Mandela Bay Metropolitan, the contributions made by the Non-Governmental Organisations and private sector have made a tremendous difference in the area.

“It is very important that we continue with the partnerships of this kind because government can’t make these kinds of interventions alone, and we have made it known that we are out there to promote partnerships in order to address water supply challenges in the country. I need to however emphasise that the augmentation of water to this Municipality by the boreholes does not mean that we have more water to waste. The more the boreholes generated here in Gqeberha, the more water supply restrictions there will be to ensure that there is enough water for everyone in the area”, said Minister Mchunu emphatically.
