Une enquête commandée par IHG Hotels & Resorts révèle ce que les consommateurs apprécient lorsqu’ils voyagent

La nouvelle campagne mondiale de la société, Guest How You Guest, est une célébration des hôtels et de ces parenthèses que l’on s’accorde hors de notre quotidien. Les résultats de l’enquête ont révélé ce que les invités de la région recherchent dans une expérience hôtelière, les trois caractéristiques les plus populaires d’un séjour à l’hôtel étant le service d’étage à 54 %, les installations (piscine, sauna, etc.) (52 %) et l’éventail des aliments disponibles (49 %). Par ailleurs, environ 40 % des répondants appréciaient de ne pas avoir à faire de ménage ou à préparer leurs propres repas.

Les résultats de la recherche ont mis en évidence que 22% des répondants aimaient se changer pour le dîner pour avoir belle allure, tandis que 20 % se sentaient heureux en pyjama, les pantoufles de l’hôtel aux pieds.

Il apparaît également que 92% des répondants ont estimé pouvoir être totalement eux-mêmes en séjournant dans un hôtel, 54 % se sentant en outre toujours détendus pendant leur séjour. Toutefois, 14 % des répondants craignaient que leurs enfants se comportent mal et perturbent les autres invités.

Police official narrowly escaped death

NELSPRUIT -The Provincial Commissioner of the SAPS in Mpumalanga Lieutenant General Semakaleng Daphney Manamela has expressed her serious concern about criminals who launch attacks on police officials.

Barely two days back, a 57-year-Warrant Officer was stabbed to death in Kwamhlanga, and now another member, a 42-year-old police Constable came under fire while police were attacked by criminals in Hendrina.

According to information, police received a tip-off about four suspicious persons who were in a park behind the post office in Hendrina. Police then headed to the location to investigate. It is said that immediately after the suspicious persons saw police approaching, they reportedly started running into different directions.

Police pursued them, and one of the suspects reportedly took out a firearm and started shooting at the police. One member, a Constable was injured on his leg by a stray bullet while the police vehicle was riddled with bullets. Police never retreated, and in collaboration with the community members, one suspect, aged 34, from Witbank, was arrested. The suspect was found in possession of a firearm with serial numbers filled off as well as eleven rounds of live ammunition. The suspect was charged with attempted murder and possession of unlicensed firearm with ammunition however, police cannot rule out the possibility of adding other charges against him.

He is expected to make his first appearance before the Hendrina Magistrate’s Court tomorrow, Friday, 07 October 2022.

Police appeal to anyone who might have information that can lead to the tracing and arrest of the remaining suspects to contact the Detective Sergeant Refelwe Baloyi on 071 623 1012, alternatively members of the public can call the Crime Stop number at 08600 10111 or send information via MySAPS App. All information received will be treated as confidential and callers may opt to remain anonymous.

The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has further applauded the role played by community members which greatly assisted in the apprehension of the suspect as well as the recovery of the firearm and ammunition.

3% wage increase offer ‘generous’, says government

Despite the prevailing difficult fiscal position, government believes the 3% salary increase offer to public servants is “generous”.

This is the view of the Acting Minister of Public Service and Administration (DPSA), Thulas Nxesi and Finance Minister, Enoch Godongwana.

This as a deadlock persists in wage negotiations with labour unions. 

The Ministers said the current round of negotiations commenced with government.

Government, they said, is grappling with a “balancing act” between wage increases and additional headcounts, saying “there’s always competition” between the two. 

“Higher than inflationary or unaffordable adjustments on the salaries of the current public servants would mean that there’ll be less money available to increase headcounts in critical frontline services.

“The State capacity in Education, Police and Health has not been increasing in line with the growing population over the years, while wages have increased by an average of 2% above CPI between 2008/09 and 2019/20.”

As an example, the Ministers said, the average number of learners per teacher in public ordinary schools decreased from a ratio of 32.3 in 2015/16 to 31.4 in 2021/22, while the number of police officers per 100 000 population decreased from 260 to 236 during the same period.

The number of nurses per 100 000 uninsured population also decreased in this period.

“It is for this reason that additional allocations amounting to approximately R50 billion over the 2022 MTEF were made available to Education, Police and Health to address the wage bill spending and service load pressures.

“Therefore, it becomes imperative that the current and future wage agreements strive to strike a balance between remuneration increases and the need for additional headcounts in frontline services in order to keep up with the increasing demand for public services.”

Labour union demands

Initially, unions demanded a 10% across-the-board increase for this financial year. If acceded to, it would have cost government around R49 billion.

The Ministers said government proposes that employees continue to be paid a non-pensionable cash gratuity, an average of R1 000 after tax to all employees across salary levels 1-12.

“This amounts to an average of 4.5% of the R20.5bn allocated for salaries in the 2022/23 compensation budget.  Organised labour rejected this offer.

“After government presented its revised offer on the baseline, labour then demanded the continuation of the cash gratuity, which amounted to an average of 4.5% on average for all employees, with an additional baseline increase. This is a shift by organised labour from the original position of a baseline increase only.”

In response, government presented an improved offer of a non-pensionable cash gratuity of an average of R1 000 per month after tax, being an average of 4.5% plus an additional 1.5% on the baseline.

“At this point, labour revised their demand from 10% to 8% on the baseline, plus the continuation of the non-pensionable cash gratuity,” the Ministers said.

Employer’s revised offer

Government presented a revised and improved offer on the baseline to 2% plus the non-pensionable cash gratuity, amounting to an average of 4.5% of the R20.5 billion that is on the budget.

“The 2% amounted to an additional R8.9 billion over and above the budgeted of R20.5 billion, costing government a total of R29.5 billion. Labour revised their demand to 6.5% across-the-board baseline increase, plus the non-pensionable cash gratuity.

“The employer further indicated that any further increase, above the 2% on the baseline, would require additional funding to be sourced from the Compensation of Employees’ budget, and would require an introduction of cost containment measures in the Public Service,” the Ministers said.

Labour rejected the employer’s proposal on cost containment measures that were required to cover an additional 1% to make an offer of 3% on the baseline.

They said although organised labour declared a deadlock over the 2% increase on the baseline and a non-pensionable cash allowance, government continues to engage labour “in good faith”.

Facilitation process

As part of negotiating in good faith, the Ministers said government proposed a facilitation process as part of deadlock-breaking mechanisms at the end of August.

This process resulted in a Draft Collective Agreement, proposing a 3% baseline increase, plus the continuation of the non-pensionable cash allowance to all employees, payable until 31 March 2023.

Employer’s current and final offer

At this stage, government’s offer on the table is as follows:

A total of 7.5% offer packaged as follows:

The continuation of the current non-pensionable cash allowance of R1 000 for this financial year across all salary levels; and

A pensionable increase of 3% across the board.

“This offer is beside the 1.5% pay progression payable to all qualifying employees.Therefore, if the pay progression is added to the total package, the total employer offer amounts to a 9% increase.

“We have continued to ensure that public servants are reasonably cushioned against the rising cost of living, without crowding out social expenditure. It is a difficult balancing act. Therefore, the misinformation being peddled by some unions in the media is not only unfortunate but also very opportunistic and disingenuous,” the Ministers said.

Midweek crime combating operations bears fruit in the Garden Route District

GARDEN ROUTE DISTRICT – Police members embarked on midweek crime combating operations which landed numerous suspects behind bars and led to the confiscation of a firearm, ammunition and drugs. These operations which commenced on Monday, 03 October 2022, focused on operations against drug outlets and stop and search operations in crime ridden areas.

On Monday, Garden Route District Crime Combating Team members conducted vehicle patrols in Asla Park, Kwanonqaba (Mossel Bay) when they spotted a man who acted suspicious. When approached they proceeded with a search and found 372 mandrax tablets with an estimated street value of R18 000 in his possession. The members confiscated the drugs and arrested the 27-year-old suspect on a charge of Illegal possession of drugs.

The same team proceeded with similar operations in Knysna on Tuesday, 04 October 2022 where they arrested 11 suspects after small quantities of drugs were found in their possession. Police confiscated 24 mandrax tablets and small quantity of tik found in possession of the suspects during these arrests.

All those arrested has already made court appearances in the mentioned towns during the week.

In the meantime, on 05 October 2022 at about 12:00, Kwanonqaba Visible Policing Unit members followed up information about a possible unlicensed firearm when they search two suspects who were brought to the police station by an employer. Upon searching them, members found a revolver as well as 3 rounds of ammunition. The duo aged 19 and 45 remains in police custody. They are scheduled to appear in the Mossel Bay Magistrates’ court on Friday, 07 October 2022, on charges of possession of unlicensed firearm and ammunition.

The Garden Route District Commissioner, Major General Norman Modishana, lauded the members for their vigilance to remove drugs and unlicensed firearms from the street as it contributes to serious and violent crimes in this region.

Proactive policing boosted with the appointment of the new Provincial Head of Proactive Policing (Visible Policing).

POLOKWANE – In an effort to strengthen Crime Prevention in the Province, the Provincial Commissioner of Police in Limpopo, Lieutenant General Thembi Hadebe has appointed Brigadier Isaac Madala Mhlongo as the new Provincial Head of Proactive Policing (Visible Policing).

Brigadier Mhlongo is a veteran Police Officer whose extensive experience in the SAPS has rendered him competent to the core functions of the organisation through trial, practical knowledge and education. With his 32 years of experience, Brigadier Mhlongo began his career as a Special Constable in 1990 when he completed his training in Koeberg, Cape Town.

In 1994, he escalated to the rank of Constable and returned to training at Maleoskop Training Institution to further his career. Brigadier Mhlongo worked in various environments including the Charge Office, where he worked for several years.

By the year 2000, he had developed a strong work ethic and meticulous attention to detail. Realising his capacity, his superiors deployed him to the Ermelo Local Criminal Record Centre (LCRC); where he excelled and was nominated outstanding Officer by Middelburg Provincial Criminal Record Centre (CRC) Inspection team. This was for his duties in the processing of the exhibits (Forensic: DNA, Ballistic, etc), photo albums and fingerprints; which resulted in securing multiple convictions for serious and violent crimes.

In 2002, Brigadier Mhlongo was transferred to Newcastle Local Criminal Record Centre (LCRC) in Kwazulu Natal, where he introduced operational transformation, which earned him yet another nomination as the best employee by the Serious and Violent Crimes Unit.

He was then promoted to Philippi Railway in the (Western Cape) in 2004, to operate in the positions of Operational and Relief Commander simultaneously, holding the rank of Captain. This is where he operated with a team of dedicated Police Officers and all other external role players to reduce crime in the area; which included incidents of serious injuries and fatalities involving trains. He also utilised the extended arm of the law to reduce the rail transport system sabotage, as well as vandalism crimes throughout the railway environment.

In 2009, he was promoted to Lieutenant Colonel as an Operational Commander in Cape Town International Airport (Western Cape) where he successfully handled international and local events without any incidents. His persistence and passion carried him and his team to be nominated in the  category  as the best operational team in terms of Service delivery in 2014.

Brigadier Mhlongo was then transferred to ORS: Border Policing environment at Maupa Naga in Pretoria as Land Sub-Section Commander, where he was tasked with monitoring and evaluating various Border Policing Environments around the country (all Provinces of South Africa).

In 2016, he was promoted to the rank of Colonel and served as Provincial Commander for ORS: Border Policing in the Eastern Cape, where he headed the Land (vehicles, Persons and Stock theft, Air (Cargo) and Sea (Containers) Border Units; where he was responsible for monitoring in the Enhanced Movement Control System (EMCS), to ensure that all wanted suspects are arrested and incidents and/or all possible illegal movements at the Port of Entry are dealt with.

In 2020, Brigadier Mhlongo was transferred to Tshwane District as Vispol Coordinator and later acted as Tshwane District Vispol Commander until 30 September 2022.

He finally made his way to Limpopo Province, where he intends to share his expertise through his appointment in the leadership role. Brigadier Mhlongo holds a Diploma and Baccalaureus Technologiae (BTech) Degree in Policing.

The Provincial Commissioner: Lieutenant General Thembi Hadebe has urged Brigadier Mhlongo to apply all the practices, principles and work ethics that he has developed throughout his career to lead him to the height he is in today; to blend with members in the province in order to eradicate social ills that are leading residents towards crime, contribute towards restoring the moral fibre in our communities and strengthen the organisation in the fight against crime.

Voter registration to be held this weekend for municipal ward by-elections

The Independent Electoral Commission (IEC) is gearing up for voter registration to be held this weekend for three municipal ward by-elections scheduled to take place on 23 November 2022. 

In a statement on Thursday, the IEC said that voting stations in the wards listed will be open this Saturday, 8 October 2022 and Sunday, 9 October 2022, from 08h00 to 17h00.

This is to allow all eligible voters to register and for current voters to check their registration details and to provide/update address details where necessary.

“Voters should take their identity document (ID) with them – either a green barcoded ID book, a smartcard ID or a valid Temporary ID Certificate. They will also need to complete their physical home address on registration or provide sufficient particularities of their place of residence. Documented proof of address (e.g. a municipal account) is not required,” the IEC said.

The Electoral Commission said that voters may also check and update their details at their local (municipal) Electoral Commission (IEC) office, weekdays during office hours.

Voters are further reminded that “it is a criminal offence to register and vote in a ward in which they are not ordinarily resident.”

The IEC said that Special voting will take place at voting stations as well as through home visits on 22 November 2022 between 08h00 and 17h00.

Voters wishing to apply to cast a special vote can apply at their local IEC office during office hours between 7 November and 11 November 2022.

Applications for special votes can also be made online via the IEC’s website, www.elections.org.za(link is external). Once voters have applied online they will receive an SMS notifying them of the outcome when their application has been processed. They can also check the status of their special vote application online at www.elections.org.za(link is external).

“Voters can also apply for special votes via cellphone by SMSing their identity number to 32249 (charged at R1). The SMS application facility is only available for those applying to cast a special vote at their voting station and NOT for home visits,” the IEC said.

Although South Africa no longer has COVID-19 restrictions in place, the Electoral Commission will continue to provide the following to safeguard voters and electoral staff:

Hand sanitizers at voting stations and home visits

Disposable wipes for sanitisation of pens and voting station surfaces

Indelible ink dispensed from bottles using a single-use disposable cotton bud.

“Voters are no longer required to wear masks or face coverings within a voting station, although they may continue to do so at their discretion. Similarly, voters are no longer required to sanitise their hands on entry to voting stations, but may do so if they wish,” the IEC said.
