Guidelines on Implementation of a Coastal Inundation Forecasting-Early Warning System (2022 Edition)

New WMO Guidelines on the Implementation of a Coastal Inundation Forecasting Early Warning System offer solid and practical advice for countries, donors and experts seeking to set up early warning systems against an increasing hazard.

The guidelines are a contribution to the UN Early Warnings for All initiative and reflect the high priority needs of small island developing States (SIDS) and Least Developed Countries that are particularly vulnerable to these coastal hazards.

“The severity of the impacts of disasters, especially on coastal communities, is well known and documented. A contributing factor is the increasing intensity and frequency of meteorological and oceanographical hazards caused by climate change, including sea-level rise, which can seriously affect SIDS and other coastal nations,” state the guidelines.

“It is critical to recognize that coastal inundation can result from single or multiple hazards, and that it is being exacerbated by the impacts of climate change, especially associated with sea-level rise.”

“Coastal inundation events are an increasing threat to the lives and livelihoods of people living in low-lying, populated coastal areas. Furthermore, the issues for most countries that have vulnerable coastlines are the increasing level of development for fishing, tourism and infrastructure, and the sustainability of their communities,” it says.

The new guidelines were presented during a side event during WMO’s Commission for Weather, Climate, Water and Related Environmental Services and Applications (SERCOM), attended by more than 140 participants from all over the globe, including the South Pacific, the Caribbean, and Africa.

WMO is grateful to the Climate Risk and Early Warning Systems Initiative and the Korean Meteorological Administration for financial support.

These guidelines are based on the successful implementation of demonstration systems in four countries between 2009 and 2019 through the Coastal Inundation Forecasting Demonstration Project, which included a special focus on Pacific islands. They also incorporate key principles of WMO’s Flash Flood Guidance System (FFGS) and the Severe Weather Forecast Programme.

The aim is to be a “one-stop” shop that countries can follow to prepare and implement their own coastal inundation forecasting early warning system. It provides a straightforward 10 step process with templates featuring policy, management and technical processes that countries or regions can use to build their own early warning system, from vision through to “go-live” implementation. As such information is not always readily available in many countries, these guidelines have concentrated on these features in developing and building a system, including necessary information for sponsors and advice on the resources necessary for success.

Seven G20 Countries Called For Distribution Of Pharmaceutical Research, Manufacture Centres To Countries In Southern Hemisphere

Seven countries from the Group of 20 (G20), sought to collaborate in distributing pharmaceutical research centres and manufacturers to poor countries in the southern hemisphere, Indonesian Health Ministry’s spokesperson, Siti Nadia Tarmizi said, yesterday.

Argentina, Brazil, India, Indonesia, Saudi Arabia, Turkiye and South Africa, agreed to bring up the plan to the 2nd Health Ministers Meeting, that would be held in Indonesia’s Bali on Oct 27-28, this year, Tarmizi said. They called on the other G20 members to join the collaboration.

“The distribution will open broader access to vaccines, medicines, and diagnostic tools, to the countries in the southern hemisphere, particularly the middle and low-income ones. They deserve to participate in strengthening health resilience at the global level,” Tarmizi told a virtual press conference.

She also said that, all this time, the distribution of pharmaceutical research centres were still centralised in the countries in the northern hemisphere.

South African Ex-President Zuma Calls Courts Unjust After Completing Jail Term

JOHANNESBURG — South Africa’s scandal-embroiled former president, Jacob Zuma, addressed the media Saturday for the first time after completing a 15-month jail term for contempt of court, alleging the country’s justice system is unjust and infiltrated by foreign interests.

Zuma, who has faced myriad corruption allegations, also had failed to appear in front of an inquiry into state graft — locally called “state capture” — that occurred under his nearly decadelong tenure.

Yet, Zuma told the press he had been unfairly imprisoned without a trial, despite the fact he was summoned and failed to appear before the inquiry. Analysts say Zuma is refusing to acknowledge the validity of the inquiry, essentially attempting to portray the presiding judge as leading a witch hunt for the former leader.

Zuma said the country’s justice system has been “infiltrated” by both international interests and the interests of sympathizers of the former racially segregated apartheid regime.

Zuma also claimed the judge presiding over the inquiry, Chief Justice Raymond Zondo, had unfairly targeted him and his allies to distract the public from the country’s real issues.

At the time of his arrest in July 2021, protests led by his supporters in his home province of KwaZulu Natal spiraled into riots around the country that resulted in millions of dollars in damage to infrastructure and stolen goods.

Police said earlier this week that one of Zuma’s daughters remains under investigation for inciting the unrest.

Zuma spent just three of the 15 months behind bars, and he was released on medical parole for an undisclosed condition.

On Saturday, Zuma didn’t provide any evidence of so-called infiltration of the country’s courts — which are viewed by many as the strongest institution for averting otherwise widespread corruption.

Instead, Zuma blamed, but didn’t name, the country’s leadership for selling out the judiciary and the constitution to “global commercial interests.”

The allegations come just two months ahead of the convention of the ruling African National Congress party, where current President Cyril Ramaphosa, who is politically at odds with his predecessor, Zuma, is expected to face fierce competition to retain party leadership.
