Labour dept undertakes liquefied petroleum gas inspections

The Department of Employment and Labour in the Free State is embarking on a series of inspections on Liquefied Petroleum Gas (LPG) installations, storage, filling and exchange sites as gas usage peaks amid load shedding.

The department’s Inspection and Enforcement Services branch, whose mandate is to enhance occupational health and safety, compliance and awareness in the workplace, will lead the initiative.

The department said the objective of the campaign is to aggressively subject this industry to scrutiny through inspections, assess levels of compliance and enforce health and safety in accordance with the Occupational Health and Safety Act and Pressure Equipment Regulations, of 2009.

In light of the country’s current energy crisis, the Department said that businesses and households have notably resorted to utilising gas as a primary solution.

“Albeit considered safe, if incorrectly used, gas may cause fire, explosion and poisonous fumes resulting in fatalities and/or damage to property. This risk must be managed through ensuring that there is requisite compliance from all gas users to prevent potential harm and fatalities,” the department said.

Provincial Chief Inspector, Manelisi Luxande, stated that this initiative seeks to monitor compliance of the Pressure Equipment Regulations, 2009 of Occupational Health and Safety Act.

This is a legislation that obligates the manufacturers, importers, sellers, suppliers, installers and end-users of the Liquefied Petroleum Gas Equipment to ensure that the apparatus comply with the applicable South African National Standards (SANS 347, 10019, 10087, 1156-2, 1237 & 1539)”.

Liquefied Petroleum Gas users are urged to ensure that:

LP Gas equipment designed and manufactured for use in the Republic is conformity assessed and subjected to the requirement set in SANS347, and the Approved Inspection Authority(AIA) verified manufacturer certificate is available;
LP Gas equipment is operated and maintained within its design operating parameters (read manufacture certificate/ user manual before use);
LP Gas Cylinders storage and filling sites must be approved by the local authority;
LP Gas cylinders are stored and used in well-ventilated areas and away from flammable material;
LP Gas installations are done and maintained by suitably qualified gas installer who is registered with South African Qualification and Certification Authority Gas (SAQCC Gas).

Calls to improve access to education for people with disabilities

As the country observes Disability Rights Awareness Month (DRAM), the Department of Women, Youth and Persons with Disabilities has emphasised the need for the allocation of resources and improved access to education for persons with disabilities.

“Imagine a South Africa where everyone can move freely and access information swiftly and effortlessly, especially persons with disabilities, and where assistive devices are easily available at a reasonable cost. An environment where organisations fully understand how to align their corporate social investments to the National Development Plan (NDP), with regards to empowering persons with disabilities,” the department said.

It said the creation of barrier-free environments requires collective and concurrent action by law and policy makers, service providers, regulatory bodies, the private sector as well as organisations of and for persons with disabilities.

Disability Rights Awareness Month 2022 was launched on 03 November 2022 under the theme “Empowering Persons with Disabilities through resourceful, sustainable and safe environments”, while the 2022 international theme is “Not all disabilities are visible”.

“This year’s theme emphasises the importance of resolving existing barriers towards disability inclusion by ensuring resourceful, sustainable and safe environments for and with persons with disabilities and also specially recognising that not all disabilities are visible,” the department said in a statement on Friday.

Article 9 of the United National Convention on the Rights of Persons with Disabilities (UNCRPD) emphasises that State Parties have legal obligations to ensure accessibility to persons with disabilities.

In this vein, the department said the development and implementation of national laws and policies that advance accessibility must be promoted.

“Accessibility can also be achieved by ensuring that services and information are tailored to the needs of persons with disabilities; by requiring the participation and inclusion of persons with disabilities; and by drawing attention to the most neglected groups within the spectrum of disability,” the department said.

The department highlighted six areas that need to be addressed in order to remove barriers to access and participation, and these include:

Changing attitudes and behaviour;
Access to the built environment;
Access to transport;
Access to information and communication;
Universal design and access; and
Reasonable accommodation measures.
The department emphasised that addressing all the focus areas in their own right and as a holistic solution, requires collective and concurrent action by law and policy makers, service providers, regulatory bodies, the private sector as well as rights holders and/or their representative organisations.

“Assistive technology is an umbrella term that includes assistive, adaptive, and rehabilitative devices and services for persons with disabilities, which enable persons with disabilities and learning differences to attain independence.

“They include for example, loop systems, sub texting and alternative input for cognitive assistance and computer or electrical assistive devices. When information and communication platforms and technology are available, affordable and accessible, they significantly improve the inclusion of persons with disabilities in all aspects of society,” the department said.

Within the context of #DRAM2022 regarding assistive technology, the department added that government’s intention is to emphasise the commitment to uphold and promote the rights of persons with disabilities by ensuring that all government departments, prioritise their responsibility towards the disability rights agenda.

“To this end, provision of assistive technology will significantly improve the quality of life of persons with disabilities in South Africa.”

A public lecture in honour of Dr. Antonio Agostinho Neto, Freedom Park in Pretoria
The National Department of Sport, Arts and Culture, in collaboration with the Angolan Embassy to South Africa and Freedom Park, a national heritage site, will on Sunday, 13 November 2022 host a public lecture in tribute to Dr. Antonio Agostinho Neto, the Founding President of the Republic of Angola.

The Lecture is hosted in partnership with Antonio Agostinho Neto Foundation (FAAN), and forms part of the centenary commemorations in honour of the late liberation stalwart. Like many of the then Frontline States, South Africa owes her freedom and independence to this gallant statesman, and, above all, a true and sincere African liberator.

Speakers will include the Minister of Sport, Arts and Culture, Mr. Nathi Mthethwa, H.E Adão de Almeida, Minister of State and Head of Civil House of the Presidency, and the representatives from the ANC, SACP, and Agostinho Neto Foundation.

The lecture shall be preceded by the wreath laying ceremony, followed by the handover of the Bust of Dr. Antonio Agostinho Neto to Freedom Park. North West stock theft suspects arrested

North West Premier Bushy Maape has applauded members of the South Africa Police Service (SAPS) for the swift arrest of seven suspects aged between 25 and 49 for stock theft near Ottoshoop, outside Mahikeng.

A whistle blower from a farm in Ottoshoop alerted the police about the alleged stock theft underway at around 02:00 yesterday morning.

Police succeeded in apprehending seven suspects including a woman and impounded two trucks loaded with cattle.

“We commend the SAPS for their swift response and arrest of stock theft suspects in the early hours of the morning. This demonstrates dedication in the fight against crime in our communities especially stock theft which is affecting our emerging farmers,” said Premier Maape

The wave of stock theft in the province has a negative impact on the emerging stock farmers in rural communities.

“Agriculture is one of the cornerstones of the economy in the province and provides for food security of individual households and addresses poverty alleviation through small-scale communal farming,” Maape said.

Premier Maape has encouraged communities to work together with the police in dealing with stock theft and other criminal activities affecting their communities.

The seven suspects are expected to appear before the Mmabatho Magistrate court on Monday.
