Update: Flash flood kills 14 at Johannesburg church ritual

JOHANNESBURG— Flash flooding that followed heavy rains has killed at least 14 people taking part in religious rituals in Johannesburg, with others still missing, emergency services said.

A group of 33 worshippers had joined church rituals on the banks of the Jukskei river when the flooding struck on Saturday, said Robert Mulaudzi, spokesman for the City of Johannesburg Emergency Management Services.

An earlier toll of nine dead rose after the discovery of five more bodies, Mulaudzi said, adding that he could not give a precise figure for the number still missing.

The priest who was presiding at the rituals, including baptisms, survived, Mulaudzi said.

“Two people were swept away and confirmed dead” at the scene on Saturday, while 12 more bodies had since been found, he said.

Rescue workers and firefighters are still searching for missing people, but the emergency services indicated the chances of finding them alive were fading.

Sudden surges of water are common in this part of Johannesburg, where storms take place almost every night during the southern summer.

People have free access to rivers and “practise their religion where they wish,” said Mulaudzi.

“But we must intensify our awareness campaigns to avoid such tragedies.”

South Africa: Worshippers swept away in river flash flood; 2 dead, 15 missing

JOHANNESBURG— Two people have died in South Africa and 15 others are missing after a flash flood in a river swept away worshippers taking part in a church ceremony.

Some of the more than 30 congregants were standing on rocks in the river on Saturday when a torrent of water surged through, an eyewitness said.

The pastor was saved after he clung on to an overhanging tree branch, he added.

Rescuers resumed the search of Johannesburg’s Jukskei river on Sunday.

It is notorious for flooding during South Africa’s rainy season.

The search operation involves the police and fire service as well as specialist aquatic rescue teams, Robert Mulaudzi spokesperson for the City of Johannesburg Emergency Management Services said.

Victor Ncube, who had been taking part in the church service, told local news station eNCA that he managed to pull out five people from the river who had been swept 100 metres downstream.

Others had been carried too far down the river for him to try to save them, he said.

Of the 33 who had been at the service, 15 are still unaccounted for, the authorities say.

Eskom implements Stage 3 load shedding

Eskom has implemented Stage 3 load shedding this morning and is expected to further reduce it to Stage 2 from Tuesday morning until further notice.
This brings mild relief to consumers after the state power utility implemented Stage 4 load shedding over the weekend due to several breakdowns at its power stations.
Now, the electricity supplier explained that Stage 2 and 3 load shedding will be implemented in order to refill diminishing emergency generation reserves.
“Load shedding is being implemented due to a high number of breakdowns and the requirement to preserve the remaining emergency generation reserves while creating space to replenish the dam levels at the pumped storage schemes.
“A generating unit each at Grootvlei and Matimba power stations were taken offline for repairs over the past 24 hours. The delay in returning to service a generating unit each at Arnot and Duvha power stations has contributed to the capacity constraints,” the power utility said.
Eskom currently has some 16 318MW of capacity out due to breakdowns with a further 6392MW offline on planned maintenance.
Eskom urged consumers to “exercise patience and tolerance” over the next few months as generation capacity will take a hit due to maintenance and other long term breakdowns.
“As previously communicated, due to the depletion of the budget to acquire diesel for the Open Cycle Gas Turbines, Eskom has been forced to strictly conserve the remainder of the fuel reserves to protect against further unplanned outages.
“The imminent refuelling and maintenance outage, as well as the long-term operation project of Unit 1 of the Koeberg Nuclear Power Station, together with the October chimney failure that has forced three generation units offline at Kusile Power Station, will further reduce available generation capacity and significantly increase the occurrence of load shedding during the next six to 12 months,” Eskom said.

AFU seizes R37 million in assets held by corruption accused

The National Prosecuting Authority’s (NPA) Asset Forfeiture Unit has seized assets worth some R37 million from several accused charged with fraud and corruption in the Mhlatuze Water Board matter.
The assets include residences in Cape Town, Durban, Richard’s Bay and Pietermaritzburg and several luxury vehicles including a Range Rover, Mercedes Benz and a BMW.
Assets held in trusts and companies and cash in bank accounts has also been seized.
According to the NPA, the charges relate to R37 million in tenders awarded by the Water Board in which the Water Board’s CEO Mthokozisi Duze, Chief Financial Officer Babongile Mnyandu, and attorney Sithembelo Mhlanga allegedly “acted in concert with each other to circumvent the outcome of supply chain management protocols” in order to award tenders to Mhlanga Incorporated which is owned by Mhlanga.
“Mhlatuze Water Board undertook a SCM [supply chain management] process to appoint a panel of service providers to render legal services to the water board. The approved budget for the panel was unlawfully increased by 640%, by the CEO and CFO.
“They then unlawfully awarded tenders to the value of approximately R37 million to one law firm – Mhlanga Incorporated – and excluded 15 other law firms. It is alleged that the CEO and CFO also received undue benefits from the said law firm during the period that the CEO and CFO had processed/approved the award of tenders to the said firm,” the NPA said.
The matter against the accused is expected back in court on Tuesday.
