COGTA Deputy Minister Thembisile Nkadimeng to undertakes an oversight visit to areas affected by floods in Mpumalanga province – 21 February 2023

Following the persistent heavy rains across the country, Deputy Minister of Cooperative Governance and Traditional Affairs (CoGTA), Ms Thembisile Nkadimeng will undertake an oversight visit to the worst affected areas in Mpumalanga Province.

The heavy rains has thus far destroyed properties and infrastructure like roads, bridges and other crossings in a number of areas.

The Deputy Minister will join disaster management teams that are providing the much needed assistance to the affected communities.

With the national state of disaster declared, the National Disaster Management Center (NDMC) continues to coordinate with all Provincial Disaster Teams to mitigate the impact of floods on communities. The Deputy Minister will assess the extent and impact of the damages and further reinforce relief measures for affected communities.

As a caring government, we are continually calling for the heightened awareness and urge communities to be cautious as more rains are is still expected and the risk of flooding remains high.

Provincial Commissioner welcomes the hefty sentence of ex-cop who fatally shot his wife during a domestic dispute in 2020

NELSPRUIT – The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has gladly welcomed the life sentence that was handed down to an ex-cop who brutally shot and killed his wife in the year 2020. He was sentenced by the Mpumalanga Division of the High Court in Mbombela on Friday, 17 February 2023.

The precious life of Ms Tebogo Dikeledi Auspicious Mabunda (Matsane) was cut shot at the age of 39. She was a professional Quantity Surveyor and an employee at Mpumalanga Disaster Management before sadly shot and killed by her 44-year-old husband, Mugiyo Ulrich Mabunda on 14 May 2020 at their Stonehenge home in Nelspruit.

The court heard how the husband came home from work and asked to speak to his wife. Later he fatally shot her then shot and wounded himself.

Police as well as the Medical Personnel were summoned and the woman was unfortunately certified dead by the Paramedics at the scene whilst the husband was taken to hospital under police guard. The woman left behind her three children. The accused was later taken to court after his recovery where the state presented a strong case against him hence he was found guilty and sentenced to life imprisonment for murder.

During his conviction which happened whilst he was absent, the court cancelled his bail and ordered the accused to submit himself to the authorities. So he was sentenced whilst in custody.

The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has further appreciated the perfect work done by the Investigation team, the Prosecution team as well as the Judiciary for this exceptional sentence. “We hope this sentence will serve as a lesson to those who might consider perpetrating violence against defenceless victims that the law will definitely deal decisively with them without fear or favour. We continue to urge men to refrain from using violence to resolve domestic issues. What remains as a pain is that the three children were the greatest losers at the end”

Mabopane Railway police Sergeants convicted for corruption

GAUTENG – Police Sergeants, Johannes Tebogo Mpete (37), Matsobane Victor Kwanaite (38) and Lesiba Richard Mapela (40), were convicted for corruption in the Pretoria Specialised Commercial Crimes Court today.

The Hawks’ Serious Corruption Investigation revealed that on 14 February 2016, the trio was on duty when they stopped a motorist. They searched the vehicle and reportedly found drugs. The motorist was then arrested for dealing in drugs. Along the way to the police station, the members offered to release the suspect provided he paid them R5000-00 gratification.

The victim could only come up with R3000-00 at the time and he was released. A case docket was registered shortly afterwards and fully investigated. It was then forwarded to the Senior Public Prosecutor for a decision. On 09 March 2021, the court issued summons for the trio.

On Monday, 20 February 2023, the trio was found guilty on the charges of corruption. They will be expected back in court on Wednesday, 19 April 2023 for sentencing.

North West Cooperative Governance and Traditional Affairs cautions communities to be vigilant during heavy rains

Communities cautioned to be vigilant during heavy rains

MEC for Cooperative Governance & Traditional Affairs (COGTA), Nono Maloyi, has urged communities throughout the province especially those staying in low lying areas, to exercise caution as the province continues to experience above normal rains.

The North West province like many other parts of the country has been receiving heavy rains in the past days causing flooding in areas in Tswaing, Mahikeng, Rustenburg, Moretele, Matlosana, JB Marks and Lekwa Teemane local municipalities. The most affected communities are those staying in flood prone areas such as below flood lines, wetlands and those staying in residential areas surrounded by water dams.

The department of Cooperative Governance and Traditional Affairs through the Provincial Disaster Management Centre (PDMC) has activated a team of disaster management officials across all local and district municipalities to respond to incidents throughout the season and to assist communities affected by the floods.

The officials from the disaster management centres in the affected municipalities have been on the ground to conduct assessments to determine the extent of the damages and to coordinate various interventions from stakeholders which include the South African Red Cross Society, SASSA, Gift of the Givers, government departments and other social partners.

In Lekwa Teemane in Dr Ruth Segmotsi Mompati district, all the residents, mainly business owners have been evacuated after the Bloemhof dam sluice gates were opened. Some residents in JB Marks local municipality and in Orkney Vaal in Matlosana local municipality were evacuated and are currently staying with friends and relatives. In Deelpan in Tswaing local municipalities, more than twenty (20) people agreed to be evacuated and they will be accommodated at a local community hall.

With more rains predicted, Maloyi said the department through the PDMC, continues to monitor, coordinate interventions and recovery measures in order to avoid life- threatening and emergency cases. He said the disaster management officials remain on high alert as the heavy downpours continue.

“We would like to let communities know that our officials are on high alert and continue to monitor the situation. The roads are slippery and we therefore urge road-users to drive carefully. Those in the proximity of the rivers or dams must monitor the water levels and must evacuate as soon as the water level rises”, he said. Maloyi further cautioned communities not to endanger their lives by crossing rivers or bridges and walking under power lines.

“Although no major incidents have been reported since the start of heavy downpours, members of the public are urged to contact their municipal disaster management centers in case of flooding or any other incidents”, said MEC Maloyi.

Government Chief Climate Finance negotiator resigns

The Minister of Forestry, Fisheries and the Environment, Ms Barbara Creecy, has wished South Africa’s chief climate finance negotiator, Mr Zaheer Fakir all the best for his future, and thanked him for his commitment to the country’s climate change agenda.

Mr Fakir has resigned from the Department of Forestry, Fisheries and the Environment after accepting a position a senior advisor to the team preparing for the international climate talks in the United Arab Emirates later this year.

The 28th Conference of Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP28) will be held in Dubai in early December.

Mr Fakir, who is also a member of the Presidential Climate Finance Task Team, had facilitated the development of the Climate Investment Fund Accelerated Coal Transition Investment Plan approved in 2022, and the Green Climate Fund. He is also the chair of the UNFCCC Standing Committee on Finance.

“He leaves behind a significant team of people that he has trained over many years. It can only benefit the cause of climate justice in Africa when persons of Mr Fakir’s caliber are appointed to assist the UNFCCC,” said the Minister of Forestry, Fisheries and the Environment, Ms Barbara Creecy.

The Minister thanked Mr Fakir for his decades of service to the South African Government and the Department, saying it was a privilege to have worked with him in the climate finance space. She wished him all the best in his new role in the UAE adding that he would continue to make the country proud.

His resignation is effective 28 February 2023.
