KZN Premier visits government, community projects to assess impact

KwaZulu-Natal Premier Nomusa Dube-Ncube has led several Operation Sukuma Sakhe (stand up and build) oversight visits this week to engage communities and assess the impact of government projects on ordinary citizens.

Operation Sukuma Sakhe is a continuous interaction between government and the community to come together to achieve various outcomes.

Dube-Ncube unveiled high-impact service delivery projects that will deliver a visible improvement in the lives of communities in Gamalakhe, Bhobhoyi, Mvutshini, KwaMadlala, KwaNyuswa, Oshabeni and Mbotsha, which fall under the Ugu District Municipality.

Together with Members of the Executive Council, the Premier launched a free WiFi hotspot at Gamalakhe taxi rank, as part of the SMART KZN project, which involves the rollout of digital empowerment programmes, capacity development, entrepreneurship and data skills.

Dube-Ncube also toured the Real Quick layer poultry farming project, which is aimed at ensuring food security.

Other projects visited included the One Home One Garden project in the Ray Nkonyeni Local Municipality, which covers over 14 Wards. The project is worth R375 000 and is funded by Department of Agriculture, Land Reform and Rural Development.

The project will commence in April 2023 and will end in March 2024. It will assist households to produce enough food to meet basic household food security needs and where viable, to sell the surplus for generating income.

Addressing social ills

The Premier announced the establishment of two rehabilitation centres as part of the provincial government’s response to the drug problem in communities.

Drugs and alcohol abuse are central to the rise in levels of criminality and the provincial government has directed municipalities to deal decisively with crime and drugs.

“When we tackle criminality, there is a role for the agencies of the State, but there is a role also for us as individuals. When we want to deal with drug and alcohol abuse, the role for the State is there, but we will not resolve this problem without working together with communities,” said Dube-Ncube.

She also gave a progress report on water challenges affecting communities in Ugu District.

Working with the province, Ugu District Municipality has developed a strategic six-point plan to tackle water issues. The plan is closely aligned to the Provincial Water Master Plan.

Dube-Ncube reiterated government’s commitment to bettering the lives of people, particularly the youth. She urged community members to work with government to ensure that resources and services provided are protected at all times, as they are meant to benefit them.

The visits ended with public engagements at various community halls, where the people were afforded an opportunity to engage with the provincial government on the challenges they face and discuss possible solutions.

Local resident, Vusi Madlala, urged government to fast track the resurfacing of Ray Nkonyeni Road, as it is the main link between Gamalakhe township and nearby town, Port Shepstone.

“The potholes pose a threat to motorists travelling on this road. As a result, some motorists opt to use alternative routes, which adds to the travelling time,” he said

Bongumusa Zulu, a peer educator who provides counselling for youth affected by drug abuse, called on the Department of Social Development to assist him with work space and other resources to provide an effective service to his local community.

“As a former drug addict, the community relies on me to assist the youth who are currently affected by drug addiction. However, my limitation is that I work from my home and am not receiving any financial support to carry out this job.

“I would appreciate it if the Department of Social Development could provide me with the necessary support. I am aware of the challenges faced by the youth that often lead them to drug abuse. Working with the Department of Social Development, I believe we would be able to extend our services and assist more youth to kick their drug addiction.”

Dube-Ncube committed that the concerns raised by the community will be given attention, working with local community structures and the municipality.

She said war rooms will address the issue of accessibility of government services raised by the community.

“The Operation Sukuma Sakhe approach embraces community partnership, and we want it to be more impactful and deliver visible improvement in the lives of communities. It supports the coordinated implementation of service delivery interventions aimed at curbing social ills, crime, drug abuse, unemployment, inequality and poverty.

“The greater involvement of communities in the provision of services should contribute to greater transparency, and accountability and reduce opportunities for corruption. Our communities must actively participate and be represented in the war rooms because they all have a role to play in resolving issues affecting their wards,” said the Premier.

KZN MEC for Education, Mbali Fraser, visited the Bhekamanyuswa Early Childhood Development Centre and assessed progress in the construction of Road D1084 in Ward 34.

The MEC for Agriculture and Rural Development, Super Zuma, and Social Development MEC Nonhlanhla Khoza engaged with commuters at the Port Shepstone taxi rank.

KZN Health MEC Nomagugu Simelane engaged commuters at the KwaMadlala Taxi Association, who raised their concerns around the access road and the formalisation of the rank precinct.

Road users urged to resist the temptation of engaging in reckless behaviour

Government has called on all road users to resist the temptation to engage in reckless behaviour on the roads during the Easter holidays, as traffic volumes are expected to increase.

“Road safety is a collective responsibility that requires all of us to play our part in appreciating that the road is a shared space and take responsibility for our actions,” Minister of Transport Sindisiwe Chikunga said on Friday.

She made these remarks during the pass out parade for the 21st Century Cadre and the launch the 2023 Easter Road Safety Campaign at an event held at Lucas Moripe Stadium in Atteridgeville.

“It is important to note that human factors remain the leading causes of road crashes, contributing 85% of all root causes. We must intensify our focus on human factors and introduce measures to reverse this trend.

“Road users have a duty to observe the rules of the road and respect the rights of others who have as much right to use the road, be they pedestrians, cyclists, motorists or motorcyclists,” Chikunga said.

The Minister launched the Easter Road Safety Campaign under the theme: #Zithibe, meaning Resist the Temptation.

“This theme is a clarion call to all road users to restrain themselves and resist the temptation to engage in reckless behaviour on the road. Such behaviour will be met with the full might of the law.

“This is equally a call for motorists to resist the temptation to drive at excessive speed; drive under the influence of alcohol or drugs, and to resist the temptation to talk on cell phones or using other electronic devices while driving.

“For pedestrians this is a call to resist the temptation to cross the road when it is not safe to do so and avoid hitch hiking on busy arterial routes during peak travel periods. This is also a call to the traffic officers to resist the temptation to take bribes and allow offenders and those driving of unroadworthy vehicles to go unpunished,” the Minister said.

She said the arm of the law is long and will reach everyone who thinks they can perpetuate lawlessness with impunity.

The launch took place against the backdrop of a pass out parade of about 250 young men and women who recently graduated to join the ranks of traffic law enforcement officers.

“This is a proud moment not only because it adds to the boots on the ground, but because it signals a new era in traffic policing. As we celebrate the pass out of the first cohort of graduates with a National Qualification Framework level 6 qualification, we are creating a career path for these young men and women to lead a new generation of traffic officers.

“A new generation that will bring to the table fresh and innovative solutions to the intractable challenge of the carnage on our roads,” the Minister said.

The traffic officers have completed an intensive three-year training programme. Before the introduction of this qualification, traffic officers were trained for a year on a NQF level 4 qualification, which is equivalent to matric.

“It gives me immense pleasure to announce that this first cohort of traffic officers will be resuming work on 2 May 2023. For a one-year period, they will be probational officers, thereafter they will be confirmed for permanent employment.

“It is critical to say that the confirmation of a permanent employment status will be based on their performance and conduct as public servants.

“To the new recruits I would like to remind you that you are now part of a profession that expects its members to show the highest levels of discipline, integrity and honesty, and the highest levels of care and respect for the people you serve,” the Minister said.

Dept raises subsidy quantum to speed up housing delivery

In an attempt to address the ever-increasing building costs, the Department of Human Settlements will increase the subsidy quantum with 29.7% for the 2023/2024 financial year, to help speed up the pace of housing delivery while also addressing the quality of homes provided to beneficiaries.

Human Settlements Minister, Mmamoloko Kubayi made this announcement during a media briefing on policy changes to accelerate performance in the housing sector.

Among the policy changes the department is making is the subsidy quantum, the enhancements on fully subsidised housing (Breaking New Ground, commonly known as RDPs), and a new approach to the Emergency Housing Programme.

Last year the department made the decision to increase the subsidy quantum which had not changed for five years. The change has been necessitated by the inflationary impact on the cost of building material which had been accelerated by the COVID-19 pandemic and the July 2021 riots.

“With the Ukraine/Russia conflict and the electricity supply challenges, the economic situation has shifted such that the cost of material has gone up again, and the changes we introduced last year are no longer viable for the sector.

“Nevertheless, the situation is such that we are compelled to effect another increase; otherwise, more projects will be left incomplete and construction companies will find it hard to survive,” Kubayi said at the briefing held in Cape Town on Friday.

Kubayi also announced that, from 1 April 2023, the department’s housing programmes will be adjusted as follows:

Breaking New Ground (BNG) services and top structure will move from R196 887 to R255 364;

Houses for persons with disabilities will move from R209 071 to R271 166;

Military veterans’ houses will move from R240 607 to R312 069;

First Home Finance will move from R130 505 to R169 265; and

Social housing will move from R327 667 to R424 984.

The amendments will enable the department to accelerate housing delivery, and avoid projects being abandoned.

“We continue with our call to our implementing agents, contractors and developers to deliver quality work on time and within budget.”

BNG enhancements

Enhancements on BNG projects that will start from 2023/24 financial year onwards.

Additionally the change in the quantum is exclusive of the enhancements that are being introduced and is at a reasonable cost that will be kept.

The enhancements include solar panels, where every BNG unit will be fitted with a solar kit so that households can have access to basic electricity. This change will ensure that households who are far from electricity infrastructure can get access to electricity.

“This will also help reduce the network load. We are cognisant of the concerns raised around security and the rising incidence of theft of solar and associated components. We are planning to work with the security cluster and the community forums to find a way to secure these units.

“We have been in contact with the team at the University of Johannesburg that has done work in the provision of solar solutions in village/rural settings. We believe there are lessons to be learned and we can only improve going forward.”

Another enhancement is the fitting of burglar bars in all the units delivered to people with disabilities. This follows reports received by the department that houses provided to persons with disabilities are vulnerable to burglaries and other security issues.

“We will also provide rainwater harvesting devices in rural areas. This will mainly ensure that rural communities have access to essential water services, “said the Minister.

Moderna Finalizes Agreement with the Government of the Republic of Kenya to Establish an mRNA Manufacturing Facility
