Access to land for women farmers remains a key priority

Deputy President David Mabuza says access to land for current and prospective women farmers remains one of the key priorities of government’s Land Reform Programme.

Addressing the launch of the Female Farmer’s Dialogue held in Thaba Nchu in the Free State on Thursday, Mabuza said government has introduced proactive measures to ensure that beneficiary selection criteria focus on enhancing women ownership of land.

“When women own the land, they make it productive; families tend to be better fed, better educated, and healthier. We have already commenced with the allocation of state owned land to beneficiaries in need of agricultural land.

“Through our Land Reform Programme, we are re-allocating the land to the landless, labour tenants, farm workers, and emerging farmers for productive uses to improve their livelihoods and quality of life,” Mabuza said.

The dialogue, which marked the launch of the provincial Women’s Month, brought together female entrepreneurs who are subsistence, smallholder and those who have reached commercial level from across the various districts of the province.

Mabuza said that government will continue to collaborate across the three spheres to coordinate its support better, and ensure that all post-settlement programmes are well coordinated, integrated and effective.

“We do this because we know that the productive utilisation of land in communal areas is key to effective rural development. In the main, agriculture sustains economic activities and livelihoods in rural communities.

“We must find ways to support agricultural enterprises to drive the agenda of rural development. We must all come together and follow the example of African Farmers Association of South Africa (AFASA) to accelerate agrarian reform and to bring the marginalised poor into the economic mainstream.”

The Deputy President noted that while guaranteeing the long-term viability of the agricultural sector in South Africa, AFASA has achieved noteworthy strides in commercialising the nation’s emerging agricultural sector and facilitating the meaningful engagement of black people in mainstream commercial agribusiness.

He also stressed the need to develop strategies on how government can ensure a better legal framework that will ensure access and equity in the distribution of land for farming.

“As we grow agriculture and promote rural development, we have enjoined partnerships with traditional leaders to find ways of investing in rural infrastructure and service delivery. We will work with traditional leaders to ensure that women farmers are adequately supported.

“We promise that, as part of the Inter-Ministerial Committee on Traditional Leadership, we will visit the province again to engage with traditional leaders on various matters of concern.”

Do more to support black women farmers

The Deputy President further emphasised that the country must do more to support black women farmers and young girls, in order to capacitate them to unleash their potential.

“It behoves us to address artificial barriers that engender the exclusion of women from the agricultural sector across the entire value chain. We must enhance our practical measures and interventions to provide holistic support to women farmers in order increase agricultural production and impact on economic growth, food security and employment.

“Our integrated support to women in this sector must unlock land availability, mechanisation support, funding, training, access to markets and the introduction of new technologies for modern farming.

The Deputy President added that government will continue to make resources available to support women farmers.

“We must therefore invest more in providing training, research and technological innovation to support those wanting to enter the agricultural sector. We must encourage young people to enrol in agriculture colleges and universities to acquire [the] necessary skills, we must do more to support black women farmers and young girls in order to capacitate them to unleash their potential.

“In terms of key infrastructure required for successful agriculture, government will continue to assist with the provision of bulk water and irrigation infrastructure, as well as logistics and storage infrastructure.”

Three nabbed for cocaine consignment worth millions

The Hawks, together with Crime Intelligence and Western Cape Traffic, on Thursday arrested three men for the possession of a cocaine consignment worth an estimated value of over R 400 million.

“It is reported that on Thursday, 4 August 2022, the team followed up on information about a truck, suspected to be transporting drugs. An operation was organised on the N1 freeway and the truck was spotted at Winelands Engen garage travelling towards Cape Town,“ said Hawks spokesperson Zinzi Hani.

The vehicle was intercepted and a search was conducted wherein a large quantity of drugs was found hidden in false wooden boards at the back of the truck.

The three men, aged 39, 42 and 47, are expected to appear in the Athlone Magistrates Court on 8 August.

Illegal mining suspects appear in court

A group of suspects arrested during a Hawks led operation to curtail illegal mining in the area, appeared in the Krugersdorp and Randfontein Magistrates’ Courts on Thursday.

The case against 18 adults was postponed to 11 August for bail application whilst the remaining six juveniles are due to be back in court on 8 August for assessment, said Hawks spokesperson Lieutenant Colonel Philani Nkwalase.

“About 21of the 24 suspects are alleged to be from Zimbabwe and Mozambique and are consequently being probed for contravening [the] Immigration Act.”

Meanwhile in the Krugersdorp Magistrates court, 10 of the 23 suspects appeared on a charge of contravening immigrant acts.

“The matter will not be investigated by the Hawks. It will continue with the local detectives”.

The remaining 13 suspects appeared on charges that are linked to illegal mining activities whilst some of them will also be charged with contravening the Immigration Act.

Nkwalase said the case against the 13 illegal mining suspects will be heard in the same court on 11 August for bail application.

A total of 37 of the 47 suspects in both courts were charged for contravention of Precious Metals Act 37 of 2005, Mining Health and Safety Act 29 of 1996, Mineral and Petroleum Recourses Development Act 28 of 2002 and then the Immigrations Act 13 of 2002 and theft and possession of stolen property.

Eskom welcomes sentencing of cable thieves

Eskom has welcomed the conviction and sentencing of three cable thieves, who stole at least 564kg of the power utility’s aluminium overhead conductor cable.

According to Eskom, Bafana Masilela, Antonio Munyathi and Gutu Gumba stole the cable in 2018 and were arrested following a tip-off to the power utility.

“The three were arrested… in a sting operation at a scrap yard in Boksburg, after the scrap dealer tipped off an Eskom security contractor.

“A sting operation, which led to the arrest of the three cable thieves, was set up between the scrap dealer, security contractor and the police at the scrap yard. The convicts remained in custody since their arrest and appeared 47 times in court before they were sentenced.

“[Eskom] urges all those who may be aware of any form of electricity-related criminal acts to report them by calling the Eskom Crime Line on 0800 112 722 or the South African Police Service (SAPS). The tip-offs can also be done anonymously,” Eskom said.

Masilela and Munyathi were sentenced to 12 years imprisonment, while Gumba was sentenced to 15 years.

Eskom Gauteng Safety, Health, Environment, Risk and Quality Manager, Kith Maitisa, commended the National Prosecuting Authority for netting a conviction and hefty sentence.

“Theft of cables, overhead lines, transformers and conductors costs Eskom approximately R4 billion per year. The arrests and convictions are an indication of what we can achieve if we collaborate with different stakeholders to fight electricity crime,” Maitisa said.

NMB Metro parties urged to support amendment of Section 12 proposal

Eastern Cape (CoGTA) MEC, Xolile Nqatha, has appealed to political parties in the Nelson Mandela Bay Metropolitan Municipality to support the proposed notice of intention to amend Section 12 of the municipality.

In a statement, the MEC on Thursday said the proposed amendment would change the existing type to a collective executive type with ward participatory system.

The intention to amend the existing type was intended to ally political instability and address the non-functionality of the mayoral committee (Mayco).

Political instability

The MEC said the unstable political climate has seeped into the sixth administration, characterised by killings and a slow pace of service delivery.

He said: “This new term is also riddled with instability as politics have spilled over to management to an extent that it has divided management and administration and created factions amongst them.

“The current coalition government has aggravated matters by creating a state of lawlessness and causing severe damage leading to the collapse of administration in the municipality. The Members of the Mayoral Committee (MMCs) see themselves as Mayors in their own right, and they do as they wish in their portfolios relying on the administration (the Executive Directors) to execute all that they want to implement.”

Non-functionality of the mayoral committee (Mayco)

Nqatha said Metro’s Mayco does not sit to consider items that should go to the council.

MAYCO members, he said, do not want to attend meetings that are called by the Executive Mayor.

“Instead they work with Executive Directors directly and want no interference by the Executive Mayor in their departments. There is basically an existence of a split municipality,” he said.

Some Section 80 Committees, he said, had not sat since the beginning of the new term.

He said Municipal Public Accounts Committee had sat only twice since its establishment in January.

“It is worth mentioning that the Council does not sit for the legislated Ordinary Council Meetings but rather considers only compliance matters through Special Council Meetings. This compromises service delivery as matters of departmental performance and service delivery are not tabled to committees and council at large,” said the MEC. “There is generally no oversight that is played by the council over administration.”

The MEC said coalition politics were affecting decision-making within the council “hence the failure to make a decision on the appointment of Executive Directors”.

Nqatha said the situation has had a negative effect on administration and service delivery. “The coalition partners always have conflicting interests because of ideological gulf as a result self-serving interests manifest themselves when decisions that relate to resources are taken. The status quo in the municipality has attracted public concern especially the business fraternity whom the economy of the city depends on.

“Notice of the municipality amended by changing the type of the Municipality from being a Mayoral Executive Type with Ward Participatory System to be a Collective Executive Type with Ward Participatory System so as to have a more inclusive government,” he said.

The MEC on 25 May held a meeting with multiparty whippery.

The Ministry said the MEC used the meeting to urge councillors to prioritise the interest of the people of the metro than their inter and intra political party interests.

“It is in this meeting that he shared his intention for a new model of governance by amending Section 12 Notice,” it said.

The meeting was attended by the ANC, DA, VF+, PA, PAC, GOOD, UDM, DOP, AIC and the NA.

The EFF, AIM and ACDP could not attend the meeting and submitted apologies.

In the same meeting all parties requested the MEC to reduce the intention in writing and he has welcomed the convening of the council to table the notice.
