Gene-Editing Technologies, Fluid Mechanics Breakthroughs, and Solutions to Unfathomable Mathematical Equations Recognized by King Faisal Prize

The Prize’s 44th session awards eminent figures in each of its Arabic Language & Literature and Service to Islam categories

Riyadh, March 29, 2022 (GLOBE NEWSWIRE) — Two mathematicians and a scientist were among this year’s King Faisal Prize’s seven laureates who received their prizes on 29 March in Riyadh, Saudi Arabia, for having enriched humanity with key and invaluable achievements and discoveries, and excelled in the fields of Medicine, Science, Arabic Language & Literature, and Serving to Islam.

The Medicine Prize was awarded to Professor David Liu, Richard Merkin Professor and Director of the Merkin Institute of Transformative Technologies in Healthcare, who invented the first gene “base editor” in 2016.

This technology laid the foundation for possibly treating thousands of genetic diseases like sickle cell disease and muscular dystrophy. Professor David Liu used “base editors” in mice to correct the genetic mutation behind progeria, a rare condition characterized by premature aging, retarded development, and early death. Still, more work needs to be done before gene “base editors” can be used in humans.

Initiating a revolution in genome editing, “base editors” have received great global demand. They were distributed over 9,000 times to more than 3,000 laboratories around the world. Scientists were able to publish more than 300 papers on this technique, used in different organisms ranging from bacteria to mice.

“Base editing” is a precise genome editing method; like a genetic pencil, that rewrites DNA base letters, which cause genetic mutations and potentially genetic diseases. This technology, which is in constant development, chemically rewrites one DNA base to another by rearranging the atoms of one DNA base to resemble a different base. In 2019, Professor David Liu created with his team “prime editing” which offers more targeting flexibility and greater editing precision.

With over 75 issued U.S. patents, Professor Liu was referred to as the “Gene Corrector” by Nature magazine topping its list of “Ten People Who Mattered This Year” in 2017 and was included in the “Foreign Policy Leading Global Thinkers list”. He is also a biotech entrepreneur, cofounding “Editas Medicine”, which uses CRISPR therapies (tool for editing genomes) to “discover, develop, manufacture, and commercialize transformative, durable, and precise genomic medicines for a broad class of diseases”.

The Science Prize (Mathematics) was awarded jointly to Professor Martin Hairer, Chair in Probability and Stochastic Analysis at Imperial College’s Department of Mathematics, and to Professor Nader Masmoudi, a distinguished Professor of Mathematics at the New York University of Abu Dhabi and head of his Research Center on Stability, Instability and Turbulence.

Professor Martin Hairer developed the theory of regularity structures which gave a precise mathematical meaning to several equations that were previously outside the scope of mathematical analysis. He published his theory in 2014 providing tools and manuals for solving many previously incomprehensible equations called the stochastic partial differential equations (SPDEs). These equations involve chance and describe how randomness throws disorder into different phenomena like coin tossing, stock price changes, wind movement in a tunnel, or forest fire growth. He transformed the area of SPDEs by introducing fundamental new techniques and was able to solve equations like KPZ equation which describes the evolution of the boundary at which two substances meet over time.

Professor Hairer is a world leader in probability theory and analysis and has authored a monograph and over 100 research articles. His work has been distinguished with several prizes and awards, most notably the LMS Whitehead and Philip Leverhulme prizes in 2008, the Fermat prize in 2013, the Fröhlich prize and the Fields Medal in 2014, a knighthood in 2016, and the Breakthrough prize in Mathematics in 2020.

As for Professor Nader Masmoudi, he was able to unlock the mystery around many physics problems which remained unsolved for centuries. He found a flaw in “Euler’s” mathematical equations which for more than two centuries described the motions of fluids under any circumstance. He discovered that Euler’s equations do not apply to all circumstances, as previously thought, and proved that they could break or fail under certain conditions related to fluids. His work helped solve and understand many problems related to fluid-modeling like weather predictions and airplane turbulence.

For the past 20 years, Professor Masmoudi’s research has been at the forefront of Partial Differential Equations, Fluid Mechanics, and Dynamical Systems. He has been cited by more than 8000 papers for his works in pure and applied mathematics. He has been recognized with numerous awards, including the Best Scientific Paper Award in Annales de l’Institue Henri Poincaré, a Chair from the Fondation Sciences Mathematiques de Paris, The Fermat Prize, and the Chair Schlumberger from the IHES in Paris.

In addition to Medicine and Science, King Faisal Prize recognized this year the achievements of outstanding thinkers and scholars in the field of Arabic Language & Literature, and honored exemplary leaders who played a pivotal role in serving Islam, Muslims, and humanity at large.

The Arabic Language and Literature Prize about “Arabic Literature Studies in English” was awarded to Professor Suzanne Stetkevych, Chair of the Department of Arabic & Islamic Studies at Georgetown University, and to Professor Muhsin Al-Musawi, Professor of Arabic and Comparative Literary Studies at Columbia University.

Professor Suzanne Stetkevych was awarded the prize for her extensive research and work analyzing Arabic literature with unmatched depth from the pre-Islamic period to the revivalist period. Her research approach resulted in the renewal of the critical perspective and methods of studying classical Arabic poetry.

Professor Muhsin Al-Musawi received the prize for being a well-established authority in the field of Arabic literature demonstrating his encyclopedic knowledge in both classical and modern Arabic literature. His research and studies have made great impact on students and researchers in the field of Arabic studies, both in the Arab world and the West. He handled Arabic literature as a world literature.

The Service to Islam Prize was awarded to the former Tanzanian President His Excellency Ali Hassan Mwinyi and to Professor Hassan Mahmoud Al Shafei. His Excellency Ali Hassan Mwinyi actively participated in Islamic advocacy, spreading the spirit of religious tolerance, educating Muslims, and translating many Islamic resources and references into Swahili language. In parallel, Professor Hassan Mahmoud Alshafei served Islamic sciences through teaching, writing, authenticating, and translating, and has contributed to the establishment of the International Islamic University in Islamabad and the development of its colleges’ curricula.

The Islamic Studies Prize for this year on “Islamic Heritage of Al- Andalus” was withheld because the nominated works did not meet the criteria of the prize.

Since 1979, King Faisal Prize in its 5 different categories has awarded 282 laureates from 44 different nationalities who have made distinguished contributions to different sciences and causes. Each prize laureate is endowed with USD 200 thousand; a 24-carat gold medal weighing 200 grams, and a Certificate inscribed with the Laureate’s name and a summary of their work which qualified them for the prize.

Employment and Labour conducts inspections in Western Cape agricultural sector, 11 to 14 Apr

The Department of Employment and Labour’s Inspection and Enforcement Services (IES) in the Western Cape Province will be embarking on week-long inspections targeting farms located in the Langeberg Municipality.

The inspections are to commence from Monday 11 – Thursday 14 April 2022 in the areas of Ashton, Robertson, McGregor, and Montagu.

The inspectorate will be testing compliance with the Unemployment Insurance Act (UIA), Compensation for Occupational Injuries and Diseases Act (COIDA), Occupational Health and Safety Act (OHSA), Basic Conditions of Employment Act (BCEA), and the National Minimum Wage Act (NMWA).

Following recent allegations brought to the department on the employment of undocumented migrants in the Agricultural sector, the department will be conducting the inspections together with the provincial Department of Agriculture, the South African Police Services (SAPS), and the Department of Home Affairs who will be testing the authenticity and validity of the documents produced.

The Department has been engaging various stakeholders including municipalities, employers, and some of the labour brokers in the Robertson area and surroundings, to form a collaboration that will ensure that the recruitment process in the sector is conducted in line with labour legislation and that, the first preference for jobs is allocated for the local unemployed individuals.

“Our inspections are not punitive but collaborative to ensure that workplaces adhere to the rule of law and promote a healthy and safe working environment. However, we will be very hard on employers who are deliberately operating outside the parameters of the law,” said Western Cape Provincial Chief Inspector David Esau.

Water and Sanitation on country’s reservoirs

Country’s reservoirs remain at comfortable levels week on week

Water levels in the country’s dams have remained steady week-on-week, standing firm at 94,2%.

This was shown in a weekly report on the state of reservoirs in the country issued by the Department of Water and Sanitation this week.

The Integrated Vaal River System (IVRS) remains stable at 100,8% this week, while Algoa, and Bloemfontein Water Supply Systems decreased.

Klipplaat and Luvuvu are the only Water Supply Systems that improved this week, moving to 89,9% (89,7% last week) and 101,5% (101,1% last week) respectively.

The department’s spokesperson Sputnik Ratau says all nine provinces’ water percentages have not moved much since last week, with the Western Cape being the only province to show a significant decline moving to 60,4% from 61,3% last week.

Ratau says Minister Senzo Mchunu will be in the Western Cape on Thursday, leading a site visit at the Brandvlei Water Project, this is in line with the minister’s commitment to ensure that all South Africans have water.

Meanwhile, the drought-stricken Eastern Cape remained at 65,4% this week.

“The minister revisited the province last week to discuss matters with Amatola Water Board. Due to the mismanagement of the board, the minister saw it fit to disestablish it.

“This is to ensure that residents of the Eastern Cape get water and sanitation service delivery without any interruptions,” Ratau said.

Kromrivier and Impofu reservoirs – which are both fed by the Krom River – are at critical levels standing at 17,7% and 11,6% respectively.

Tsojana, Xilinxa and Gubu remain at full capacity.

Sputnik reiterated the call for Eastern Cape residents, along with the rest of the country to use water cautiously.

“We are living in a semi-arid country, which means the demand of water out ways the supply. However, as Water and Sanitation Minister, Mr Senzo Mchunu said before, we are not in a crisis and the matter is manageable as long as everyone plays their part.”

Northern Cape dams jumped significantly to 116% from last week’s 110,5%. Gauteng decreased slightly from 100, 9% to 100,5% this week.

North West water storage levels dropped to 73,4% from last week’s 73,8%. The province’s dam levels were at 82,3% last year at this time. The three main dams in the province are at full capacity this week. Klipvoor drops to 100,7% this week from 103,4%, while Buffelsport Dam remains stable at 100,5% and Bospoort overflows at 101,9%.

Mpumalanga reservoirs inch towards full capacity, however, fall short at 93,0% from 93,2%.

Westoe Dam in Usutu River stands 99,4%. The province’s Nooigedacht drops from 94,3% to this week’s 92,2%. The Kwena Dam remains comfortable at 100,5%.

Water levels in Limpopo stay firm at 87,7%. Flag Boshielo is unmovable at 100,9%, Middel-Letaba is at a very critical at 3,6% and Tzaneen dam inches up to 101,5% from 101,2%.

The biggest dam in Limpopo, De Hoop is at100,2%.

In KwaZulu-Natal, the provincial storage capacity crept up to 89,3% from 88,9%. One of the province’s largest, Albert Falls Dam, which supplies water to the eThekwini Metro and surrounding areas dipped to 101,9% from last week’s 103,1%

The storage capacity in the Western Cape trickled down to 60,4% from 61,3% last week.

MEC Tertuis Simmers tables 2022/23 Western Cape Human Settlements Provincial Budget

Minister Simmers delivers the Human Settlements 2022/23 budget with opportunities for you

Today, Western Cape Minister of Human Settlements, Tertuis Simmers tabled the Provincial Department’s budget for the 2022/23 financial year in the Western Cape Provincial Parliament (WCPP).

From the outset, I’d like to make it known that the 2022/23 human settlements budget of 2-billion, 414-million and 805-thousand, is a budget with An Opportunity FOR YOU.

This means that just as in the past, and more so moving forward, this budget’s primary purpose is to ensure that the lives of our people are improved.

Housing opportunities

As a department that is mandated with the delivery of human settlements, and this being integrated human settlements, I’m pleased to inform this House that during the 2022/23 financial year, 11 210 housing opportunities will be delivered. This will consist of 2 747 sites and 8 463 top structures.

Over the last few days, the National Minister of Human Settlements, Mmamoloko Kubayi announced various revised subsidy quantums as it pertains to both the Human Settlements Development Grant (HSDG) and the Informal Settlement Upgrade Partnership Grant (ISUPG). These will take effect on 1 April and given the increases in these quantums, it will have an impact on our targets which will have to be adjusted downwards.

Speaker, it is important to point out that the majority of our projects are continued from previous years and the bulk capacity would have been taken into account when they were approved. Bulk infrastructure is one of the biggest challenges we face, and it is an inhibiting factor when it comes to “new projects”.

Now as a forward-thinking and solution orientated Government, we view every challenge as an opportunity. It is for this reason, that I am pleased to inform this House that the numbers will be increased in the wake of our advanced planning to unlock opportunity.

FLISP

There has been a huge demand for FLISP in the Western Cape. In fact, 3 695 applications have been approved by my department, since April 2020 to date. This was against a target of 1 800 between the 2020/21 and 2021/22 financial years.

For the 2022/23 financial year we aim to assist 1 478 people.

We welcome the policy amendments to the Financed Linked Individual Subsidy Programme (FLISP), that has now been delinked. This means that it is no longer just a mortgage only option, but other sources of finance may be utilised to acquire a property, and applicants with a household income of between R 3 501 – R 22 000 can access FLISP or as it’s now called, ‘Help me buy a Home.’

These include:

Housing loans granted or guaranteed by a pension and provident fund.

Unsecured housing loans from any registered lender.

Housing loans granted or guaranteed by cooperative- or community-based savings scheme or stokvels as they’re commonly known.

Housing loans supported by employer-based schemes.

This is a significant shift and a game changer for the affordable housing market. We regard this overhaul as a true victory for all citizens, but more so for residents of this province, as we’ve been advocating for these amendments for a very long time already.

We’ve already experienced an influx of queries and applications, and for this reason we have streamlined our processes to ensure there are no delays when we commence on 1 April.

Social housing

It is important to note that these opportunities are at various stages along the development pipeline.

I am happy to add that the first non-metro Social Housing project, called Mountain Ridge in Dal Josafat, Paarl has been approved by the Social Housing Regulatory Authority (SHRA) and will provide 362 new Social Housing units. Construction is planned to commence early in the 2022/2023 financial year. Furthermore, there are a significant number of new projects in the pipeline in other non-metro Leader Towns such as Stellenbosch, George, and Mossel Bay.

We also welcome the National Minister’s announcement that the qualification criteria for household income have been amended from R1500 – R15 000 to R1850 – R22 000 gross monthly income. This will, amongst others, enable particularly young graduates and young couples who could not previously access housing opportunities, due to earning higher than the previously prescribed household income band, to access these opportunities.

Informal Settlements

The upgrading of our informal settlements continues to be a priority for us. In fact, we have identified 50 informal settlements for a variety of upgrade interventions through our ISUPG. This is anchored in a transversal and Provincial-wide informal settlement upgrading strategy to enhance, simplify, and accelerate informal settlement upgrading interventions through an innovative, people-centred, and partnership-based approach.

A critical point to make today, is that since 2016, Western Cape households have enjoyed the highest rate of access to services compared to the national average. The province currently has 958 informal settlements with 527 of those falling within the City of Cape Town region. All of the remaining 431 settlements across the province have been assessed, categorised, ranked, and prioritised per municipality via the Department’s Informal Settlements Database.

We’re particularly focused on incremental housing, and more so for residents in our informal settlements. This places us in a strategic position to eliminate the growing backlog for houses and for basic municipal services. Initially we conceptualised two options, and this has now increased to 4, which is being considered. One particular option that we’re leaning towards, is the provision of a site that has a starter house with a 40 square meter frame structure for future extension. Not discounting any of the others, but at this stage, we’re of the view that this option will make a significant impact in the improvement of the living conditions of those who are residing in informal settlements. The starter house consists of:

A total area of 20 sqm under roof and enclosure.

Bathroom enclosed with toilet and concrete floor –space for a shower.

Wash through for multi-purpose use with concrete floor.

Hard standing floor finish on balance of 40 sqm.

Ready Board only.

Just as with any of our programmes, this includes a set criteria.

Individual subsidy

This subsidy is aimed at residents with a household income of between R 0 and R 3 500 and allows one to: buy an existing house; buy a house on a plot-and-plan basis, or to finish an incomplete house. The subsidy amount is just over R 200 000 and is paid directly to a seller, conveyancer, financier or contractor, depending on the case.

As there is a limited budget, assistance with this subsidy is only provided once a year and is allocated on a first-come-first-serve basis. Priority will be given to applicants who are elderly or have special needs, particularly people living with a medically certified disability. I’d therefore like to encourage those who would like to apply to urgently do so.

How this is also not assisting the poorest of the poor, only the uninformed so-called community activists and organisations that claim to represent communities would know.

Ownership

Title Deeds

Speaker, ownership is true empowerment and if there’s one opportunity I refuse to miss, then it’s the opportunity to assist our residents in becoming fully-fledged and legal owners of their properties. This is a privilege that many of our people never had in their lives.

For the 22/23 financial year, our aim is to empower even more residents through the handing over of a title deed. Despite the National Government stopping the Title Deed Restoration Grant, we will continue to hand over title deeds. In fact, we’ll place this powerful document in the hands of 10 150 qualifying beneficiaries during the new financial year.

Empowerment

Speaker, this year we are once again supporting the efforts of this Western Cape Government to get our people working. Through this budget, we will ensure that 1 000 jobs are facilitated within the build environment.

It does not stop there, because we will make sure that a combined minimum of 50% of the infrastructure grants – HSDG and the new ISUPG – will paid to HDI contractors. Their empowerment and support is of utmost importance, as it is a known fact that these entities help to ensure that our people are employed.

Technology

Last Friday National Minister of Human Settlement Mmamoloko Kubayi addressed the media about some of the policy changes mentioned earlier. One of the items mentioned were: “Digitisation of the beneficiary list to make it more reliable, transparent, easily accessible and avoid fraud and corruption.”

This is commendable and a step towards the 4th industrial revolution, but once again it’s a leaf taken out of the book of the Western Cape, as we have launched our WCG App in March 2020 already. This App ensures that our citizens can easily access information on government housing assistance, and register for the first time, or update their details on the Housing Demand Database (HDD).

With our continued commitment to incorporate technology, we’re in the process of developing a mobile reporting app to enhance the reporting process that enables officials to report in real-time from the field; to digitise contract management documents on the MyContent system to allow for easy retrieval of documents such as agreements; to improve the Western Cape Housing Demand Database to enable municipalities to effectively manage the registration of housing demand by citizens, and to enhance the executive dashboard that reports on projects.

In the 2022/23 financial year, the focus will be on enhancing the interaction with citizens through digitising our Subsidy Application process with the focus on FLISP subsidies and the transfer of title deeds, as well as developing a Citizen Complaints System.

With this budget, we remain committed to accelerating human settlements delivery, while promoting social inclusion through the development of integrated, resilient, safe and sustainable human settlements in an open opportunity society.
