Minister Lindiwe Sisulu handsover operations and maintenance functions of water services to Rand Water, 7 Jun

The Minister of Human Settlements, Water and Sanitation, Ms Lindiwe Sisulu, will on Monday 7th June 2021 officially hand over the functions of operations and maintenance for water and sanitation services to Rand Water,

This hand over is as per the invoking of Section 63 of the Water Services Act (Act 108 of 1997 as amended), as confirmed at the last meeting of Cabinet. Rand Water will therefore be the Implementing Agent for the Department of Water and Sanitation for the duration of the intervention to remedy the pollution situation at the Vaal River.

The day’s activities will include Minister Sisulu engaging with relevant stakeholders from the region, including Emfuleni Local Municipality.

Attack on two elderly women condemned

TSOMO – The Provincial Commissioner, Lieutenant General Liziwe Ntshinga has condemned the heartless attack and rape of two elderly women aged between 91 and 75 on Sunday night, 6th June 2021 at Sigubudwini Administative Area, in Tsomo.

Reports suggest that the two elderly women were sleeping together when two unknown suspects entered their house through the window. It is alleged that the suspects demanded money and then started raping them.

During the incident, one of the victims managed to escape for her life to a neighbour’s homestead, whilst leaving the other inside the house where the incident took place. Police were called to the scene of crime, and on arrival they found the 91 year old outside the house already deceased. It is still not clear what weapon was used cases in the killing. However, cases of Rape and one of Murder have been registered. The motive for this incident forms part of the ongoing investigation. No arrest is made at this stage.

“We shall hunt and find them. It is better that they condition themselves to bid their families a goodbye, as the prison is waiting for them.” Lieutenant General Ntshinga remarked.

Road Traffic Management Corporation on arbitration application

Three police officers lose arbitration application challenging their dismissal for bribery and corruption

Three police officers arrested and criminally charged for corruption have lost an arbitration between themselves and the South African Police Services.

The three were arrested by the Road Traffic Management Corporations’ National Traffic Anti-corruption Unit in 2018 and 2019 during undercover operations on the N4 in Mpumalanga targeted at corrupt police and traffic officers who solicit bribes from motorists.

The undercover agents used marked notes which were handed to the officers on duty. The officers were recorded on video and audio during all three incidents. They were subsequently arrested and charged with misconduct. They were found to be in contravention of Regulation 5(4)(f)(Corruption) of the SAPS Disciplinary Code and dismissed on 27 August 2019.

The officers – Sergeant DM Ntuli, Constable EE Sibanyoni and Constable SL Mila – applied to the Safety and Security Sectoral Bargaining Council for arbitration claiming they were unfairly dismissed however they lost as recorded evidence clearly indicated they had acted unlawfully despite their denial of allegations against them.

They were also criminally charged according to the Prevention and Combating of Corrupt Activities Act no 12 of 2004 which states that “any public officer who directly or indirectly accepts, agrees or offers to accept any gratification from any other person, whether for the benefit of himself or for the benefit of another person, in order to act personally or by influencing another person so to act, in a manner that amounts to any unauthorised or improper inducement to do or not to do anything is guilty of the offence of corruption”

One officer has been found guilty and sentenced to 4 years imprisonment suspended for 5 years. The other two are awaiting trial.

Home Affairs hosts consultative stakeholder engagement on Green Paper on marriages in South Africa, 8 Jun

The Department of Home Affairs will host a consultative stakeholder engagement on the Green Paper on Marriages in South Africa, on Tuesday, 8 June 2021 with stakeholders who are based in the Western Cape, the Northern Cape and the Free State Province.

The engagement is scheduled to start at 13h00 and end at 16h00 (Virtual – MS Teams).

Stakeholders who are expected to participate include representatives of faith-based organizations, traditional leadership, youth formations and community leaders from the three provinces, namely, the Western Cape, the Northern Cape and the Free State.

The Director-General of the Department of Home Affairs will present the opening address which will set the scene for the interaction with participants on their views on the Green Paper on Marriages, which was published on 4 May 2021 to elicit public comment and submissions.

This is one of the engagements the department is hosting with stakeholders so as to consult on the policy proposals in the Green Paper. On 02 June 2021, a consultative workshop was held with stakeholders from Mpumalanga, Eastern Cape and KwaZulu-Natal provinces.

Upcoming engagements on the Green Paper will be held as follows:

• 08 June (13:00-16:00), with Western Cape, Northern Cape and Free State-based stakeholders

• 10 June (09:00-12:00), with Gauteng, Limpopo and North West-based stakeholders

Off duty police members arrested suspect for possession of drugs

Yesterday at about 16:00 two off duty police Constables arrested a 29-year-old suspect for dealing and possession of drugs.

The two police officials were sitting in front of the police barracks when approached by an unknown male who introduced himself as selling dagga and drugs. They showed interest and asked him to show what he was selling and was later arrested in possession of drugs and an undisclosed amount of cash.

The suspect is appearing at Elliotdale Magistrates’ Court today.

Amathole Acting District Commander Brigadier Ngangema Xakavu appreciated the job well done by members in insuring that they will fight crime even if they are off duty. He commended them for arresting the suspect when he was trying to sell drugs to them.

Swift police response led to the arrest for illegal possession of firearm and ammunition

The quick reaction by members of Manenberg police in the early hours of this morning (Monday, 2021-06-07), led to arrest of a 26-year-old male.

The members were busy with patrols when they spotted a suspicious vehicle in Gamtoos Road in Manenberg. They approached the vehicle and found the suspect inside armed with a 9mm pistol and 12 rounds of ammunition.

The suspect could not produce a valid licence to be in possession of such a firearm. He was arrested and once charged, he is expected to make a court appearance in the Athlone Magistrate court.
