Cabinet Approves Medium Term Development Plan and National Communication Strategy Framework for 2024-2029


Pretoria: The Cabinet has given the green light to the Medium Term Development Plan (MTDP) for the 2024-2029 period, laying out vital priorities for the 7th administration. The plan is designed to build on the National Development Plan and aligns with the Government of National Unity’s Statement of Intent, as well as the outcomes from the Cabinet Lekgotla held in January 2025.



According to South African Government News Agency, the MTDP also integrates three strategic priorities presented by President Cyril Ramaphosa during his Opening of Parliament Address in July 2024. The plan is intended to guide government initiatives to foster an inclusive nation that adheres to the commitments of the Government of National Unity. It aims to promote inclusive economic growth, reduce unemployment and poverty, manage the rising cost of living, and ensure a capable, developmental, and ethical state.



In addition to the MTDP, the Cabinet has endorsed the National Communication Strategy Framework (NCSF) for 2024-2029. The NCSF is aimed at enhancing the government-wide communication system and supports the implementation of the MTDP as outlined in the 2018 Government Communication Policy, which is currently under review. The framework seeks to ensure coherent government communication, boost public trust and investor confidence, and encourage citizen participation, unity, and social cohesion.



The NCSF is part of a broader initiative to encourage South Africans to leverage information for improving their lives and seizing socio-economic opportunities, thus contributing to the nation’s development.
