Nairobi: Dr. Akinwumi A. Adesina, President and Chairman of the Boards of Directors of the African Development Bank Group, delivered a keynote address at the 2025 Kenya Law Society Conference. He expressed gratitude for the opportunity to speak at the event, emphasizing his connection to Kenya, where he lived for nearly nine years. Dr. Adesina was honored with Kenya's highest national honor, the Chief of the Order of the Golden Heart, by President Ruto, and shared his insights on the critical role of the judiciary in public finance, governance, justice, and development.
According to African Press Organization, public finance involves managing a country's revenue, expenditures, and debt obligations through government institutions. Dr. Adesina highlighted that effective management of public finance reflects a nation's constitutional values and legal integrity, serving as a cornerstone for economic growth and sustainable development. He underscored the African Development Bank Group's commitment to transparent governance and sustainable management of public finance, emphasizing the importance of the rule of law in driving growth and attracting foreign direct investment.
Dr. Adesina referenced the Global Rule of Law Index, noting that African countries ranked lower compared to countries like Finland and Denmark. He stressed the need for Africa to improve its standing by enhancing political stability, transparency, and accountability. The judiciary's role in shaping development trajectories and ensuring compliance with natural resource laws was highlighted as a key factor in turning Africa's natural wealth into prosperity.
The address also touched on the challenges of rising public debt in Africa, with a call for the judiciary to engage in safeguarding national interests against exploitative practices by vulture funds. Dr. Adesina urged African nations to prioritize legal arbitrations within African jurisdictions and strengthen their judicial systems to assure foreign investors of judicial independence and transparency.
The African Development Bank's role in supporting African countries through initiatives like the Africa Legal Support Facility was emphasized, helping nations negotiate fairer deals and defend their economic rights. Dr. Adesina outlined various successes across African countries, including reforms in Kenya, Seychelles, Botswana, Rwanda, and others, demonstrating the impact of combining public finance reforms with legal and judicial strengthening.
Dr. Adesina concluded his address by calling on the legal community to uphold the rule of law and execute justice with fairness, urging them to rise together to build a stronger, freer, fairer, and more prosperous Africa.
