Kwazulu-natal: Transport MEC Siboniso Duma has mandated an urgent audit of private scholar transport in the Umgungundlovu District. This decision follows a recent accident in Pietermaritzburg that resulted in injuries to four learners.
According to South African Government News Agency, the crash occurred in Northdale, Pietermaritzburg when a speeding minibus taxi lost control and hit guardrails. The driver reportedly fled the scene. This incident marks the third such occurrence in Pietermaritzburg within two weeks, prompting Duma to issue a strong condemnation of the 'virtual impunity' enjoyed by some operators who violate traffic rules.
Duma emphasized the need for urgent action, instructing the transport department to collaborate with municipalities in the district for a comprehensive audit of private scholar transport. He highlighted the involvement of the Department of Education, school governing bodies, and other stakeholders to ensure the safety and continuity of learner transport.
Concerns were also raised about fraudulent roadworthiness certificates issued to unfit minibus taxis. Duma announced plans to work with the Vehicle Testing Association (VTA) to address this issue, including isolating elements operating without proper certification and apprehending those responsible for issuing fraudulent documents.
The collaboration with VTA will also focus on reforms such as strengthening legislation in the taxi and scholar transport industry, enforcing stricter compliance measures, requiring biannual roadworthiness certificates for heavy passenger vehicles, and ensuring all minibuses are inspected at accredited facilities within KZN.
