Cape town: Minister Buti Manamela has intervened in the ongoing shutdown at the Cape Peninsula University of Technology (CPUT), directing a team from the Department of Higher Education and Training's University Education Branch to engage with the university's management, council, and student leadership to address the crisis.
According to South African Government News Agency, the intervention was necessitated by an arson attack at CPUT's Bellville Campus, which led to a complete shutdown of the university, severely affecting learning, teaching, and essential operations. The shutdown is rooted in student grievances concerning a proposed 2027 financial plan, historical student debt, registration requirements, residence fees, academic records, and other issues outlined in memoranda to the university.
The Ministry of Higher Education and Training has firmly denounced the destruction of property, violence, and intimidation that put the university community at risk. Manamela emphasized the importance of using legitimate channels for raising concerns about higher education access, affordability, and conditions.
The departmental team has been tasked with facilitating structured engagement between the parties, ascertaining the facts behind the grievances, identifying issues that can be immediately resolved, and assisting in agreeing on a clear process for addressing outstanding matters. They will also support efforts to restore university services.
Manamela highlighted the necessity of constructive engagement and the importance of resolving the crisis without compromising safety or academic progression, urging responsible leadership and dialogue over confrontation.
Additionally, Manamela welcomed the withdrawal of the draft financial plan, viewing it as a chance for the university and student leaders to reset their engagement and address issues with renewed commitment. He stressed the need for responsible use of this opportunity to focus on immediate resolutions and process development for unresolved matters.
The Minister called on all parties to cooperate with the departmental team and engage in good faith, while he remains actively involved with CPUT and other stakeholders to establish a credible roadmap for restoring university operations.
