Cape town: The National Dialogue Steering Committee has formally embraced a framework to steer the rollout phase of the National Dialogue pilot process. This strategic move follows the adoption of the National Dialogue Roadmap in March, a foundational step for launching a national pilot process.
According to South African Government News Agency, Steering Committee spokesperson Qhamisa Tengile emphasized the transition from strategic planning to structured pilot implementation. The Implementation Framework aims to create a governance and participation structure that supports a citizen-led process across South Africa.
The framework outlines an operational pathway for the pilot phase, set to run from June to August 2026. It involves 195 dialogues across 39 sectors, incorporating ward-based, digital, media-based, and sectoral dialogues throughout South Africa's nine provinces.
The pilot phase aims to test methodologies, enhance systems, ensure inclusivity, integrate grassroots dialogues, and allow citizens to shape the future implementation of the National Dialogue. Tengile highlighted that the framework is a dynamic guide that will evolve through learning and sectoral coordination.
The implementation phase is committed to creating platforms for community voices in shaping national decisions. The pilot dialogues will focus on balanced participation, community engagement, multilingual facilitation, and trauma-informed methodologies. The approach seeks to build trust and navigate South Africa's diverse landscape.
Tengile also noted that the success of the National Dialogue hinges on robust systems and coordination. Due to the Local Government Elections in November, the dialogue will pause from September to December 2026 to maintain its non-partisan integrity.
The National Dialogue remains dedicated to a shared national vision of accountability, social justice, and democratic participation. It aims to include historically excluded communities in the national conversation, urging all societal sectors to participate in shaping South Africa's future.
