Parliaments Described as Crucial Connectors Between Citizens and State by Minister Kubayi


Cape town: Minister of Justice and Constitutional Development, Mmamoloko Kubayi, has described parliaments as a vital bridge to connect citizens to the State. Minister Kubayi was delivering a keynote address on behalf of President Cyril Ramaphosa at the G20 Parliamentary Speakers’ Summit (P20) held in Cape Town.



According to South African Government News Agency, the Minister emphasized the role of parliaments as the ‘voices of the people’, which aspire to reflect the diversity of their respective societies. Parliaments are tasked with creating legal frameworks for equality and passing laws that align with international commitments. They hold governments accountable to these commitments, ensuring that necessary budgets are allocated. Parliaments act as a crucial bridge between citizens and the State, advancing rights and overseeing executive power.



The P20 is a platform for Speakers and Presiding Officers from Parliaments of the G20 member countries to discuss how legislative bodies can contribute to the formulation and implementation of G20 decisions. The gathering included leaders such as Speakers of South Africa’s provincial legislatures, Presidents, and representatives of the African Union and European Union, among other invited guests.



Kubayi addressed the attendees about the disparity between global solidarity and everyday realities such as employment, healthcare, education, and quality of life. She highlighted issues like rising inequalities and nationalism that threaten solidarity. The Minister stressed the importance of parliaments bringing institutions closer to the people, restoring trust, and involving all citizens in achieving the Sustainable Development Goals.



The Minister expressed her satisfaction that the G20 Parliamentary Speakers Summit has made broadening citizen participation a standing agenda item. She emphasized that the commitments made at the G20 and the 2030 Agenda for Sustainable Development must be implemented effectively on the ground.



Kubayi concluded her address with a call for parliaments to transform hope into action and make declarations from the Summit meaningful through tangible steps towards achieving solidarity, equality, and sustainability.
