SASSA to Launch Mandatory Biometric Enrolment in September 2025

Pretoria: The South African Social Security Agency (SASSA) has announced its plan to implement mandatory Beneficiary Biometric Enrolment across all its offices starting 01 September 2025. The new system aims to transform the administration of social grants and act as a safeguard against potential fraudulent activities within SASSA’s grant system.

According to South African Government News Agency, the decision follows successful negotiations with organized labor, resolving various issues that had previously hindered progress. SASSA CEO Themba Matlou expressed relief over the conclusion of these discussions, stating that although the original plan was to start the enrolment at the beginning of the 2025/2026 financial year, the agency is now prepared to proceed with implementation.

The introduction of Beneficiary Biometric Enrolment is timely as SASSA intensifies efforts to enhance its systems and eliminate fraudulent elements in the administration of social grants. This strategic move will verify the authenticity of each grant recipient and strengthen the agency’s systems against manipulation, particularly in cases involving forged identity documents.

The biometric enrolment is expected to reduce fraudulent applications and duplicate payments, reliably verify beneficiary authenticity, decrease inclusion errors, streamline documentation processes, and improve audit outcomes and record integrity. Public trust in the Social Assistance Programme is also anticipated to increase through biometric fingerprint enrolment or facial recognition as part of the electronic Know Your Client (eKYC) initiative.

Applications lacking biometric data will be subject to review, with clients notified of the requirement to provide biometrics. This initiative aims to enhance risk controls and ensure that social grant recipients are verified as living individuals at the time of application.

SASSA has prepared the necessary infrastructure and tools at its offices nationwide, and frontline staff received training throughout August to ensure effective implementation of the biometric enrolment. The agency remains committed to paying the correct social grant to eligible beneficiaries and will work with stakeholders to strengthen and protect its systems. CEO Matlou emphasized that SASSA will take action against any officials suspected of colluding to defraud its systems.
