TNPA Seeks Terminal Operator for Cape Town Port Cold Storage Facility

Cape town: Transnet National Ports Authority (TNPA) has issued a Request for Proposals (RFP) to appoint a terminal operator for a Break Bulk Terminal at the Port of Cape Town. This facility will focus on cold storage of fish and related products.

According to South African Government News Agency, the designated site is a brownfield development of about 7,273 m², situated near the ship repair and liquid bulk precincts. This location is vital for fishing operations, facilitating the direct transfer of frozen fish products from vessels into storage, thus optimizing export logistics.

TNPA stated that the terminal aims to boost the Western Cape’s fishing industry, contributing to economic growth and enhancing logistics efficiency. The RFP seeks an operator to finance, refurbish, construct, operate, maintain, and eventually transfer the terminal over a 10-year concession.

This initiative aligns with TNPA’s Port Development Framework Plans, detailing plans to move break bulk activities to the port’s Multi-Purpose Precinct by 2052. These plans, guided by the National Ports Act of 2005, ensure infrastructure investments meet international standards.

The RFP addresses the increasing need for modern seafood cold storage and logistics in Cape Town. “By leveraging private sector participation and investment, this project closely aligns with the Transnet Reinvent for Growth strategy, which focuses on optimising port operations, transform infrastructure and enable sustainable growth,” said Rajesh Dana, Cape Town Port Manager.

A non-compulsory briefing is set for 21 October 2025. Interested parties can access RFP documents via the National Treasury’s e-tender portal or the Transnet website.
