The service is offered through the Universal Post Union and managed by the International Financial System, a system that automates the processing and management of international money orders. The system complies with exchange regulations.

President Ramaphosa Cyril suspends Judge President Hlophe of Western Cape division of High Court

President Ramaphosa suspends Judge President Hlophe of the Western Cape division of the High Court
President Cyril Ramaphosa has on the advice of the Judicial Services Commission (“JSC”) and in terms of section 177(3) of the Constitution, decided to suspend Judge President Mandlakayise John Hlophe from his duties pending a decision of the National Assembly as contemplated in section 177 of the Constitution.
In order to ensure continuity and stability in the work of the divisional high court, the suspension which is in effect immediately, is on condition that Judge President Hlophe completes all part-heard matters and reserved judgments.
President Ramaphosa received the JSC report on the 27th of July 2022. Due to the long history and complexity of the matter, President Ramaphosa took time to carefully consider all the permutations of the JSC recommendations, including obtaining guidance from an independent legal opinion.
The President fully appreciated the need to balance Judge President Hlophe’s rights with those of the public and the interest of the judiciary as a whole.
Section 177 (3) of the Constitution provides that the President, on the advice of the JSC, may suspend a judge who is the subject of a procedure in terms of subsection (1) that deals with the removal of a judge who is found guilty of gross misconduct.
The Judicial Conduct Tribunal (“JCT”) concluded that Judge President Hlophe’s conduct breached the provisions of section 165 of the Constitution by improperly attempting to influence the two Justices of the Constitutional Court to violate their oaths of office. The JCT established that Judge Hlophe’s behavior seriously threatened and interfered with the independence, impartiality, dignity and effectiveness of the Constitutional Court and further undermined public confidence in the judicial system. The JSC has referred the matter to parliament for the National Assembly to institute impeachment proceedings against Judge President Hlophe.
In May 2008, 11 Justices of the Constitutional Court lodged a complaint with the JSC against Judge President Hlophe for his improper attempt to influence the outcome of certain cases pending before the Constitutional Court in favour of former President Jacob Zuma.

Woman shot and killed during robbery of stokvel, two suspects arrested

NELSPRUIT – Two suspects, both aged 23 years, were arrested in connection with an incident in which a group of women belonging to a stokvel group were robbed of their cash whilst busy sharing. Two armed suspects are said to have suddenly showed up in the house where they had gathered. A 30-year-old woman was fatally shot during the incident which took place on Saturday, 10 December 2022 just before midday at Dingindoda Section in Mshatsa near Masoyi outside White River.
According to the report, it is alleged that after three women were given their share and left, two armed men entered the house. They allegedly held the women hostage and robbed them of undisclosed amount of cash. It is further indicated that when they (suspects) were leaving, one suspect shot at the woman who was later certified dead on arrival in hospital after she was transported by some members of the community. A case of robbery with an additional charge of murder was opened. Members worked tirelessly to ensure that the perpetrators are brought to book. As the team connected the dots, the investigation led them to the two suspects, one is a female whilst the other is a male. The investigation is still ongoing and police suspects that the robbery could have been orchestrated whereby suspects somehow knew about the women’s gathering prior to the incident. The team of experts in the field of investigation are working around the clock with an anticipation for more suspects to be arrested in connection with this case.
The two who were arrested are due to appear at the Kabokweni Magistrate’s Court today, 14 December 2022.
Meanwhile the Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela was elated by the breakthrough that has been made thus far by the investigation team. The General further took the opportunity to warn members of the stokvel groups to be alerted about criminals who target unsuspecting victims that abstained and restrained themselves from spending their cash on things that they need most during the year in order to make withdrawal at the end of the year. This is indeed a sad story hence we advise the groups to approach their respective banks for rather safe alternative methods such as electronic transfers in order to prevent incidents like this,” warned Lieutenant General Manamela.
