President reiterates SA’s support for Western Sahara’s independence

President Cyril Ramaphosa has reaffirmed South Africa’s support for the Sahrawi Arab Democratic Republic, commonly referred to as Western Sahara, which has endured a long territorial dispute between Morocco and its indigenous Sahrawi people. 

“Morocco’s illegal occupation of Western Sahara remains a matter of concern to both Africa and the international community,” the President told media on Tuesday.

This year marks the 46th anniversary of the illegal occupation of Western Sahara by Morocco.

President Ramaphosa believes that the international community should be pressured so that the long-delayed referendum on the self-determination of the people of Western Sahara is held.

According to France24, Morocco controls 80% of the vast desert region, rich in phosphates and with a long Atlantic coast abutting rich fishing waters.

“Until the people of Western Sahara are able to exercise their right to self-determination, the decolonisation of Africa will be incomplete,” said President Ramaphosa. 

President Ramaphosa was hosting his Western Sahara counterpart, President Brahim Ghali, at the Union Buildings in Pretoria.

The State Visit was aimed at strengthening the already existing good political relations fortified by the strong historical ties dating back from the years of the struggle against colonialism and apartheid.

“As a country whose freedom was attained with the assistance of international support and solidarity, South Africa stands with the Sahrawi people in their struggle against illegal occupation.”

He told media that the country will continue to maintain strong bilateral relations with the Western Sahara, which South Africa formally recognised on 15 September 2004.

“South Africa has continued to reiterate its principled position in support of the peace efforts of the African Union and the United Nations on the protracted Western Sahara conflict.”

He also recalled that on 26 March 2019, South Africa hosted the Southern African Development Community (SADC) Solidarity Conference with Western Sahara.

“The conference reflected on the Southern African countries’ support by friends in the international community, [for] a just, acceptable and lasting solution to the situation.”

The State Visit, according to the President, should send a strong signal that South Africa will continue to strive for the self-determination of the Sahrawi people and that the country’s position remains unchanged and resolute.

The President said the visit has helped strengthen and consolidate the fraternal relations between the two countries.

“It has provided an opportunity to exchange views on recent developments related to the question of Western Sahara.”

He said the country will continue to mobilise regional, continental and international support towards a sustainable resolution to the Western Sahara conflict, in line with the provisions of the 1991 Ceasefire Agreement.

“We reiterate the need to return to direct dialogue between the Kingdom of Morocco and the Polisario Front without preconditions,” he stressed, adding that South Africa will continue to advocate for the active participation of African countries in the resolution of the issue of Western Sahara.

“We call on the Sahrawi Arab Democratic Republic and the Kingdom of Morocco – as the Member States of the African Union – to prepare conditions for a new ceasefire and a just and durable solution to the conflict.”

Africa, according to the President, must remain true to the Constitutive Act of the African Union (UN).

“As the international community, we must affirm the principles of the United Nations Charter, uphold international law and implement the resolutions of the UN Security Council.”

He thanked the President for the fruitful discussions and assured him of the continued support for the struggle of the people of Western Sahara.

Water supply interruption in uMhlathuze

Mhlathuze Water will on Wednesday conduct a 24-hour planned maintenance outage from the Nsezi Water Treatment Plant, which will interrupt water supply to the City of uMhlathuze and some industrial clients in Richards Bay.

Mhlathuze Water on Tuesday said the maintenance exercise on some of its water infrastructure will start from 8am on Wednesday, 19 October until 8am on Thursday, 20 October 2022.

“Due to the nature of the work to be undertaken, which includes repairs to an 800 diameter pipeline that supplies Empangeni, as well as the installation of new valves at the Nsezi Water Treatment Plant, some water interruptions are anticipated.

“While we endeavour to do our level best to keep the interruptions to a minimum, we do ask for your patience and cooperation during this time. Ultimately, the routine maintenance will ensure that no major breakdowns, which might lead to long-term water supply issues, occur in future,” Mhlathuze Water spokesperson, Siyabonga Maphumulo, said.

The entity has apologised to the residents for the inconvenience, and also reminded them to use water sparingly and restore some for the duration of the interruption.

No police officer is above the law: Khoza

KwaZulu-Natal Social Development MEC, Nonhlanhla Khoza, has called for the full application of the law on a police officer accused of killing two young women in KwaNyuswa, west of Durban.

“The law must be equally harsh to all officers who believe they are above the law,” Khoza said. 

Khoza was reacting to the brutal murder of two women, whose bodies were found in the backhouse of a 23-year-old police officer.

Although information surrounding the murders remains sketchy, it is alleged that both young women were shot multiple times and 11 spent cartridges were found on the scene.

It is believed that the firearm used for the killings could be a service pistol, and the police officer was allegedly in a romantic relationship with both deceased.

Khoza said it is disturbing to learn of the brutal murder of innocent women, and reiterated that anyone who commits atrocities against women deserves no mercy from the criminal justice system.

She said the department finds solace in the fact that the police officer is in custody.

“Because this police officer was arrested, we believe he will be able to shed light with law enforcement on what exactly happened. By giving women killers harsher sentences, our courts will send a message to these abusers that their actions will not be tolerated.”

The MEC maintains that those who kill women must never be allowed to share the same spaces with society, or be allowed to roam the streets.

She said it is disturbing that a police officer, someone who is expected to be at the forefront of providing safety of citizens, became the one facing such accusation.

“Indeed, he must provide answers. We must all unite and call for justice for both deceased and we need to support families after losing their loved ones.”

The police officer made a brief appearance at the Pinetown Magistrate’s Court on Monday, and the case was postponed to 26 October 2022 for a formal bail hearing.

The MEC has sent her heartfelt condolences to the two families who lost their daughters and called on citizens to give support to the families of the deceased.

A team of social workers has been dispatched to provide psychosocial support to the families.

Human Settlements Community Programme ahead of Northern Cape Presidential Imbizo

The Minister of Human Settlements, Mmamoloko Kubayi and Deputy Minister Pam Tshwete, will visit the Northern Cape for a two-day programme on Wednesday and Thursday in the ZF Mgcawu District Municipality to engage with communities, conduct site inspections and handover title deeds to qualifying beneficiaries.

The programme is part of the build-up towards the Presidential Imbizo taking place on Friday, 21 October 2022 at the Mxolisi Dicky Jacobs Stadium in Upington, Northern Cape. The Imbizo is aimed at assessing service delivery through the implementation of the District Development Model (DDM). The DDM enables integrated and responsive planning, implementation and budgeting across all spheres of government.

The Ministerial programme in the Dawid Kruiper and Kai Gariep Local Municipalities will include meetings where the province and municipalities will make presentations on the performance and the delivery of housing. This will culminate in the inspection of various human settlement projects in the district, including Paballelo and Gamakor Serviced Sites.

The Minister and Deputy Minister are expected to be joined by the MEC for COGHSTA, Bentley Vass, Executive Mayors of ZFM District Municipality Cllr M.Basson and Dawid Kruiper Local Municipality Cllr M. Sigede and MMC of Human Settlements, Mr. B.S. Lenkoe.
