Good morning,

As a government that is accountable to its people and that has made a commitment to serve its people, today we are here to make good on these two pledges.

Mr President, since delivery of the 2022 State of the Nation Address, you have visited the provinces of the North West, the Free State, Mpumalanga and Gauteng to engage with the communities and assist efforts of unblocking service delivery challenges through the District Development Model (DDM). The Northern Cape becomes the fifth province in your campaign to engage ordinary South Africans, whilst accelerating delivery of services.

The approval and roll out of the District Development Model, commonly known as the DDM by Cabinet was after a realization that there is a need for urgent intervention to improve service delivery in all districts and metro spaces across the country. Accordingly, All the 44 districts and 8 metros have successfully launched the DDM, adopted district One Plans and are at varying levels of implementation.

Mr President, your clarion call, at the occasion of delivering the State of the National Address, for all of us to work together to revitalise the economy and end the inequality and injustice that impede development cannot have come at a better time than now. The DDM is an instrument of government that should be used to promote working together, towards a common purpose.

It is now evident that the DDM creates a conducive environment for implementation of the objectives of the Economic Reconstruction and Recovery Plan. It puts into practice the required social compact, whilst ensuring that NO ONE IS LEFT BEHIND. It achieves this by facilitating integrated planning and budgeting across the three spheres of government. It also improves integration of national projects at a district level.

Practice has proven that the DDM provides a platform for implementing the government priorities of:

Massive rollout of infrastructure for improved service delivery;

Employment stimulation to create jobs and support livelihoods; and

Overcoming the COVID-19 pandemic.

Mr President, our host province today, is the Northern Cape, a province known for its warm people, home to the Augrabies Falls, the Big Hole, Kgalagadi Transfrontier Park, the choice mutton of the Karakul sheep, the Orange River, with its mouth greeting the Atlantic Ocean at Oranjemund on the southwest coast, the land of diamonds and dunes, of grapes and raisins. This is a province which has the second highest solar radiation levels in the world after Chile, thus attracting investment in the solar farms and plants we see around us.

The Northern Cape Province is constituted of FIVE (5) districts, namely Frances Baard, John Taolo Gaetsewe, Namakwa, Pixley ka Seme and ZF Mgcawu. the host district for today’s imbizo. The youth make up the largest share of population.

The Province contributes 2.2% to the national GDP. The economy of the Northern Cape Province is dependent primarily on mining and agriculture. Tourism and agro processing are potential growth sectors in the Province. Poverty continues to be a challenge in the Northern Cape, as it is across our country. The leading challenges facing the Province include:

Lack of safe and reliable water supply;

High unemployment rate;

Inadequate roads;

High backlog on refuse removal;

Intermittent supply of water and electricity;

Municipalities with high Eskom Debts;

Municipalities owed by sector departments;

Carrying capacity of existing infrastructure;

Aged infrastructure and resultant intermittent supply of services;

Poor operation and maintenance of infrastructure;

Theft and vandalism of infrastructure;

Land invasion and mushrooming of informal settlements

Following on cabinet’s decision to rollout the District Development Model (DDM), the Premier of the Province embarked on a process of mainstreaming the DDM in their programming, supported by other planning instruments such as the municipal Integrated development plans (IDPs), the spatial development plans (SDFs) and other sector plans. District technical and political structures were set up to facilitate the profiling of each district as well as the development of the district One Plans.

The District Champions, Ministers and deputy ministers deployed by the Presidency to support this process were formally welcomed by the Premier and paired with MECs deployed by the Premier.

All the five districts developed their One Plans in 2021 and in the process of refining based on the comments received from the Quality Assurance process conducted by national CoGTA. National COGTA and the DPME are supporting the province with mobilisation of sector departments and government entities. This includes mobilization of resources to implement unfunded catalytic projects.

On Projects to Diversify and Grow People and Economy The Square Kilometre Array

The Square Kilometre Array (SKA) is known as a scientific research initiative; however, its establishment has potential to yield a number of other economic spin offs which are not necessarily related to the purpose of the project itself. Such spin offs would be realised in the tourism sector especially if we consider that with the development of the Science Visitors Centre (SVC) tourists would be lured to the vicinity. Other business initiatives will amongst others include establishment of teams to clear the alien invasive plant (Prosopis). Development of charcoal manufacturing kilns using Prosopis cut of stumps. This will be done benchmarking on the Working for Water (WfW) model. This is a labour- intensive exercise which can absorb all levels of job seekers.

Namakwa Special Economic Zone (SEZ)

The proposed Namakwa SEZ is strategically located along a bulk commodity corridor, which runs from a planned port on the Atlantic coast (the Boegoebaai Deep Port Harbour) through Aggeneys to the large urban centre of Upington and beyond to the concentrations of iron ore and manganese ore at Sishen and Kathu.

The Northern Cape is planning for a massive harbor development to be located at one of South Africa’s few natural deep-water sites at Boegoe Baai on the arid Namaqualand coastline. The mooted development is estimated at about R40 billion and could anchor the transformation of the province’s economic landscape. The development had been undertaken subsequent and related large-scale industrialization and commercialization phases could see the Northern Cape could attract a total investment of R200 billion investment resulting in the creation of as many as 50 000 permanent jobs.

On Comparative Advantage of the ZF Mgcawu District

Climatic Conditions: The harsh conditions of the Kalahari are conducive for fruit and wine farms producing goods such as sultana grapes, deciduous fruits, table wine and brandy. However, the main agricultural activities that take place in the District includes grape production, livestock production and game farming. Water infrastructure availability

Water availability: The Northern Cape is home to two of the biggest rivers in South Africa, namely the Orange and the Vaal River.

Grape Cultivation: The Northern Cape Province produces approximately 25% of the country’s table grape output per year, the second highest after the Western Cape.

Country Borders: The Northern Cape borders Namibia and Botswana which could directly be seen as a comparative advantage.

Tourism Attractions: The Northern Cape takes pride in its scenic beauty, natural phenomena and abundant plant species.

On Catalytic Projects

Adequate Housing and improved quality living environments – Provision of 3000 serviced stands mainly across the Dawid Kruiper Local Municipality, with most of them having been fully serviced and awaiting housing grants from provincial and national government.

Western Cape Police and Community Safety on Rural Safety Summit and Policing Needs and Priorities (RSSaPNP) engagement in the Garden Route District Municipality

Department of Community Safety hosts Rural Safety Summit in Garden Route Municipality

On 17 and 18 October 2022, the Western Cape Department of Community Safety hosted its third Rural Safety Summit and Policing Needs and Priorities (RSSaPNP) engagement in the Garden Route District Municipality.

The Garden Route District is one of five District Municipalities where these summits are taking place. The Western Cape Government (WCG) views the safety and security of all communities in the Western Cape as a priority, including that of rural communities. To build on this strategic goal, the Department of Community Safety, together with Department of Agriculture, is working towards improving the wellness and safety of communities in districts and local municipalities.

The Rural Safety Summit addressed:

the innovative use of rural safety technology

collaborative and integrated incident management processes;

the way forward in the District Municipality; and

reinforcing the Whole-of-Society Approach and the Western Cape Safety Plan.

Some of the key outcomes in terms of Rural Safety include that:

Rural Safety has been institutionalised as a Ministerial priority;

The establishment of a Rural Safety Desk;

The launch of a Rural Safety email hotline, namely [email protected](link sends e-mail); and

an increased number of accredited Farm and Neighbourhood Watch structures.

SAPS presented an overview on the problematic crime categories in the Garden Route District, which include:

contact crimes (attempted murder, assault and sexual offences);

property crimes (house breaking and motor vehicle theft); and

illegal possession of firearms and ammunition.

To ensure safer environments and create a united approach towards fighting crime effective partnerships are needed between the South African Police Services (SAPS), all law enforcement entities, and all spheres of government and communities.

The Policing Needs and Priorities engagement focused on identifying the key policing and safety issues in the District. It focused on issues related to policing and law enforcement, social cohesion, and safety in public spaces.

Various stakeholders formed part of the Garden Route Rural Safety Summit and PNP engagement. All spheres of government were represented. State entities present included the Department of Community Safety, the Department of Agriculture, the Department of Health, the Department of Social Development, various role-players from the Garden Route District Municipality, local municipalities in the Garden Route district, Central Karoo District Municipality, Cape Winelands District Municipality, the Western Cape Police Ombudsman; Private Security; Afriforum, Community Police Forums (CPFs) in the district; Neighbourhood and Farm Watch structures. The SAPS, being the key partner, was well presented.

‘I was once again encouraged by the turnout and engagement we had with all stakeholders in the Garden Route District during the latest Summit. The more I interact with the various municipalities, neighbourhood and farm watches, CPFs, SAPS, sister government departments and various others, the more I’m convinced that as a united front we would be able to overcome crime. There are various challenges, but with a strategic, coordinated, and unified approach where all relevant stakeholders are involved, the better our chance to create a safer Western Cape. MEC Mohale hits the ground running to revitalize rural and township economies

Subsequent to the commitment made by the Free State MEC for Economic, Small Business Development, Tourism and Environmental Affairs (DESTEA), Mr. Makalo Mohale when tabling the Departmental Budget Vote at the legislature to revitalize the rural and the township economy of the Province; he geared on an interactive discussion with township business owners and unemployed graduates of Dihlabeng Local Municipality on 11 October 2022 thereafter escalated his initiative together with the Premier Sefora Ntombela to meet the said target audience from nearby towns around Maluti a Phofung Local municipality where about 5000 SMMEs involving Automotive (panel beating, motor mechanics and electricians), Burial societies, Stokvels, Plumbers, toilet paper manufactures Bakeries, Recycling, tuck-shops owners, fashion designers, Car wash business owners, Agro-processors, Saloons, logistics, manufacturing, etc including unemployed graduates gathered under one roof on 17 October in Harrismith and 18 October 2022 in Makeneng, Qwaqwa to tackle daunting challenges besetting township enterprises.

MEC Mohale has encouraged SMMEs to unite and work together instead of opening businesses selling the same products or services in one area but rather consider new viable businesses which will serve as an economic value chain amongst themselves, for example: when there is a car wash in one street then the other business can sell products needed for the car wash to efficiently operate so that car wash owners buy products from nearby SMME.

He explained that many township businesses collapsed due to the Covid-19 pandemic, poor marketing strategies, and lack of business and financial management skills hence the importance of intertwining the said working session with entities such as Free State Gambling Liquor and Tourism Authority (FSGLTA) inclusive of Free State Development Cooperation (FDC), National Youth Development Agency (NYDA), Small Enterprise Development Agency (SEDA) and South African Revenue Services (SARS) in order where possible to respond immediately challenges that businesses are faced with; because such SMMEs have the capacity to employ and bridge the gap of unemployment, therefore, the department will continue working with municipalities to come up with policies to ensure that township businesses are supported with necessary skills hence the immediate solution was that unemployed graduates will be placed in different township businesses to offer their expertise such as bookkeeping, marketing, financial management, etc. for the same businesses to grow and not be run with common sense, and will be paid a stipend for two to three years by the Department. Equally, they will gain experience and at the same time assist township businesses with much-needed skills to remain sustainable.

Though as DESTEA, we operate within limited resources, mainly budget and priorities but through effective and efficient implementation of the Local Economic Development and Transformation Bill the vision to construct sustainable and viable businesses which will contribute to the economy of our Province is key on the list because these working sessions bounce constructive ideas addressing the real issues so that when mapping approaches to engage and encourage economic mainstream drivers and attracting investors including tourists we have already provided technical skills and knowledge to our township business  owners. We have also bestowed many enterprises with an opportunity to expose and showcase their products and services to potential buyers and investors at the national and international level,” said MEC Mohale.

The abovementioned local municipalities are one of the disadvantaged areas within Thabo Mofutsanyana district; where most of the households survive with the Government’s assistance of social grants hence MEC Mohale finds it crucial to create a platform to assess the state of affairs on the ground and provide necessary interventions including the assistance to access the markets.

On the same occasion in Makeneng village, the Buddies for Life Agency was showered with the requested printer amounting to R78 000 and that was after the presentation that if that printer can be procured, they can employ more young people to the business. Thereafter Ntombela Ditjhaba from Kopano ke Matla Security (community members from the village grouped themselves to maintain safety services around their communities) was given 15 torches and reflectors.

Due to her passion for farming, Ms. Mosele Mokoena who hails from Semphurwaneng village has plans to plant vegetables for processing and bottling at the beginning of the planting season. This initiative will lead to the opportunity of employing more other people; she requested and assisted with two big JOJO tanks, nets, and fencing as she operates within the Agricultural sector.

Farming needs one to be valiant enough and rise to the challenges. “I am excited because today after so many years I stand tall and come to witness what the government of the day has been promising to the people that government people should be patient. In Maluti a Phofung Local Municipality, DESTEA assisted 49 tuck-shops, 12 enterprises supported with business plan development, financial management skills, Company Tax support services, Marketing, and Legal services, and three industrializations. Informal Micro Enterprises Development Programme supported 83 enterprises; SEFA about 32 SMMEs; SETA about nine.

In his conclusion, MEC Mohale stated that the department will continue to remain critical in a noble quest to deliver quality services in reviving the economy of rural and township areas, not only to specific people but to the entire Province. We will never end to act with speed and urgency where possible to accelerate commitments made.

Employment and Labour on the resumption of Chinese trial of human trafficking and child labour

Chinese trial of human trafficking and child labour to resume next month after State secures Mandarin interpreter

Now that the State says it has managed to arrange a Mandarin interpreter, the trial of seven Chinese nationals arrested for alleged human trafficking and child labour is expected to resume in the Gauteng Local Division (Johannesburg High Court) next month. 

The seven Chinese accused are Kevin Tsao Shu-Uei, Chen Hui, Qin Li, Jiaqing Zhou, Ma Biao, Dai Junying, and Zhang Zhilian. They are facing schedule six offenses which include trafficking in persons, contravention of Immigration Act, kidnapping, pointing a firearm, debt bondage, benefitting from the services of a victim of trafficking, conduct that facilitates trafficking, illegally assisting person(s) to remain in South Africa, and failure to comply with duties of an employer.

Five of the accused are out on bail. The other two accused Chen Hui (number 2) and Zhang Zhilian (number 7) are now in custody for violating their bail conditions. The two tried on separate occasions to flee the country and were nabbed.

Last October (2021) the accused in a written statement read by their attorney Jannie Kruger made an admission of guilt for violation of several South Africa’s labour laws. However, the other charges still stand and they will continue to face trial on those.

The accused were arrested in 2019 for allegedly running an illegal enterprise called Beautiful City Pty Ltd located at Village Deep in Johannesburg in a joint operation by the Department of Employment and Labour’s Inspection and Enforcement Services (IES) together with the South African Police Service (SAPS) Hawk Unit and the Department of Home Affairs.

The Malawian workers employed at the factory testified that the company’s operations were carried out behind closed high steel gates with access strictly controlled. Workers were also allegedly subjected to beatings, insults and exposed to hazardous working conditions not adhering to occupational health and safety Act. 

The Chinese factory is alleged to have been employing 91 Malawian nationals, 37 of them were children. The Court has since heard that most of the Malawians working in the factory were transported to South Africa through containers.

Attorney representing the Chinese nationals, Jannie Kruger expressed concerns over undue delays because of the State. Kruger also lamented before Acting Judge Jordaan over what he said: “is a missing captain (Acting Judge Mhango) to hear further evidence”.  He said the State has to take the blame over the delays.

The matter started at the Johannesburg Magistrate Court in 2020 and was in September 2021 transferred to the High Court.

Prosecutor, Advocate V. Dube reiterated that the State will proceed with submitting what is called Section 66 application.

Section 66 deals with matters relating to the execution against immovable property.

The matter has been remanded for 18 November 2022.
